Toolip sells residential proxy traffic in packages, and the price per GB falls as the package grows. Its smallest package costs $23.99 for 10 GB, or $2.40 per GB. The $1.30 per GB in its headline needs the $649.99 package of 500 GB. We read those prices on its pricing page on October 26, 2026. That small-package rate is low for this market: only 17 of 66 residential sellers in our records start below it. Our residential proxies sell one GB at a time, at $0.50/GB by country or $1.49/GB with city and ASN targeting.
The sections below price its packages, place them in the market, and set its own claims beside its price list. The last sections cover its refund rule, how it bills, and when staying is the better choice.
What does Toolip sell, and what does it cost?
Residential traffic by the package, and datacenter and ISP addresses by the plan. Its pricing page on October 26, 2026:

Both datacenter kinds carry a limit of 20 GB per IP, while both ISP kinds list unlimited bandwidth. Every plan is a subscription that runs for a week or a month. Its pricing page has a weekly and a monthly view, and our copy does not show which one these prices belong to.
Its help pages add two rules. A switch from a weekly to a monthly plan cannot be undone. With auto-renewal off, a plan's IPs are released when it expires.
How do its residential packages compare, size by size?
From $2.40 down to $1.30 per GB, and every package below 500 GB costs $1.95 or more:
The price falls by 45 cents from 10 GB to 200 GB, then drops by a third at 500 GB. AIMultiple, a review site, writes that a 10 GB buyer pays 2 to 2.5 times a seller's lowest price. At Toolip the gap is smaller: $2.40 against $1.30 is 1.8 times.
How does Toolip's price compare with the market?
Low at the small end, and above the middle at the large end. Only 17 of 66 sellers in our records price their smallest plan below its $2.40:
The median smallest plan costs $3.50 per GB, so Toolip's 10 GB package costs less per GB than most sellers' smallest plan. At the large end, the median seller's largest plan costs $1.00 per GB, and 37 of the 66 go below Toolip's $1.30. Those largest plans differ in size from seller to seller.
Is Toolip really $0.50 per GB?
Not on its pricing page. Its comparison pages against Webshare, DataImpulse and SOAX each say "Pricing Starting At $0.50/GB". Its pricing page starts residential traffic at $1.30 per GB, at 500 GB, and its datacenter and ISP plans are priced per IP.
Its homepage also gives two counts of its pool: 88,221,850 proxies in one place, and "70+ million Proxies in 195 countries" in another. We tested neither.
What do Toolip's refund policy and terms say?
That a refund is offered within 2 days of payment and with less than 50 MB used. Its help pages let an eligible buyer cancel and refund in the dashboard. Outside that window, they say exceptions may be granted on request by email. The policy, last updated August 14, 2024, also reserves the right to decline "any and all refunds".
Its refund policy names "Toolip by Hola VPN Ltd", and its terms, updated July 21, 2024, name "The Toolip by Hola Ltd". The registry records toolip.io as registered on February 20, 2024, through GoDaddy, with its term running to February 20, 2029.
How do you pay Toolip?
By card, PayPal or Google Pay. Its payment guide says it does not accept crypto, and Google Pay works only on Android devices. We take card from $10, crypto from $3, Alipay, QRIS and Pix, and we do not take PayPal.
When is staying with Toolip the better choice?
When you buy 10 GB or more at a time, pay by PayPal, or want many cheap IPs for light jobs. It gives you five things worth keeping:
- A low small-package rate. At $2.40 per GB for 10 GB, it starts below most of the 66 sellers we track.
- PayPal at checkout. It takes PayPal, and we do not.
- A free plan to test. Its homepage offers free proxies with no card required.
- Cheap bulk IPs. Shared datacenter IPs fall to $0.18 each and Global ISP IPs to $0.36 in its largest plans.
- Five products on one price list. Residential, two datacenter kinds and two ISP kinds are priced side by side.
Its datacenter plans cap traffic at 20 GB per IP, so they suit light jobs spread over many addresses.
When does an alternative fit better?
When you buy less than 10 GB, want to pay with crypto, or want to pay by the GB with no plan term. Toolip's smallest residential buy is $23.99, and its standard refund window closes after 2 days.

Where Toolip loses is the light buyer: a 10 GB minimum, a 2-day refund window and no crypto. Its $0.50 claim also finds no match in its price list. Where it wins is a small-package rate below most sellers, PayPal, and very cheap bulk IPs.

How do you test a switch before you renew?
Price the package you really use, then test the exit and your target.
- Match your usual package. If you use less than 10 GB, every Toolip package leaves traffic unused, and a balance billed by the GB fits better.
- Look the exit up. Our free IP lookup names the network behind an address, and the proxy checker tests a proxy you paste in.
- Run your own job. Buy one GB on the other side and compare how many requests come back right.
- Mind the renewal date. With auto-renewal off, Toolip releases a plan's IPs when it expires, so finish your test before then.

What this page could not check
- No test of any network. We measured no speed, success rate, pool size or sourcing at any seller, ours included. Its pool counts and uptime are its own claims.
- The billing period. Its plans run weekly or monthly, and our copy of the pricing page does not show which of the two the listed prices carry.
- Unused GB. We found no statement on what happens to unused residential GB when a plan ends.
- A stock label. Our copy shows "Out of stock" beside every plan, which may be a hidden element. We could not tell what a buyer sees.
- Its ownership. We cannot say how Toolip relates to Oculus Proxies or to the Hola entities beyond what its own pages state.
- Check by January 26, 2027. Prices and policies change, and every figure here needs a fresh read by then.
