IPBurger (ipburger.com), run by IPBurger LLC, sells residential, mobile, static ISP and dedicated proxies, a VPN and browser extensions, and says it has operated since 2007. Every price below comes from its own pages, read on 27 September 2026, and the prices are the same as when we last read them in August. For the comparison, jump to the alternatives table.

What IPBurger sells
Residential proxies. A rotating pool it puts at 100M+ IPs across 195+ countries and 2,014 cities, with sticky sessions up to 30 minutes, though its about page gives a smaller figure, 75+ million.
Mobile proxies. 4G, 5G and LTE carrier IPs, 20M+ across 100+ countries by its count.
Static ISP, private and fresh IPs. Static ISP addresses billed annually, private dedicated IPs that "never" get shared, and fresh IPs it sells as never used before. The dedicated IPs also work over VPN protocols such as OpenVPN.
VPN and extras. A VPN service, Chrome and Firefox extensions, and a residential VPS with a static ISP address.

The Plus plans are shown against struck prices of $185 and $225. Static ISP proxies cost $14.41 an IP a month, billed annually. Private dedicated IPs cost $4.58 a month for one, $12.08 for three and $18.75 for five. Fresh IPs cost $9.58 for one, $18.33 for two and $25.83 for three.
The fine print
Short refund windows. For residential and mobile, a refund is possible within 3 days of the first payment and only while you have used less than 0.5 GB. Static ISP allows 5 days under 1 GB, dedicated and fresh IPs 5 days and the VPN 30 days, while renewals are not refunded.
Targeting by plan. The pricing page gives country and city targeting on Starter and adds state, ISP and ASN targeting on Plus. Its residential page says "City, state and ISP targeting on every plan", so check the plan before you buy.
Sourcing. It says "Every IP is opt-in and consent-based", but no page we read names the apps or partners behind its pool.
Who you deal with. IPBurger LLC. Its about page says it is based in the United States, while its terms follow the laws of the British Virgin Islands, with arbitration under the ICDR.
Where IPBurger is stronger
Fresh and dedicated IPs. Never-used IPs for account sign-ups, and private dedicated IPs from $4.58 a month with unlimited traffic.
A consumer toolkit. A VPN, browser extensions and a residential VPS from the same account.
A long record. It says it has run since 2007, and the domain dates from August 2007.
Where HProxy differs

One gigabyte with city targeting. Premium, our pool with state, city and ISP targeting, costs $1.49/GB for one gigabyte, against $59 for the smallest IPBurger residential plan of 10 GB.
By country, no subscription. Lite targets by country at $0.50/GB for one gigabyte. Purchased gigabytes have no scheduled expiry date, and nothing renews.
Mobile and static for less. Rotating mobile traffic, targeted by country, costs $1.50/GB, and a static ISP address costs $2.70/IP for a month, with no annual billing.
Longer sessions. Premium sessions hold from 3 minutes up to 24 hours, against 30 minutes at IPBurger.
Where we are behind. We sell no never-used fresh IPs, no VPN and no browser extension.

Who IPBurger suits
It suits a buyer who wants fresh or dedicated IPs for accounts, or a VPN and extension from the same company, and who is content with a monthly plan.
It suits you less if you want residential traffic without a subscription, a refund after more than 0.5 GB of testing, or sessions longer than 30 minutes.
Before you commit
Test inside the first 0.5 GB and within 3 days, since that is the whole refund window for residential and mobile. Our proxy checker shows whether an address answers, how fast, and from where, whoever sold it.
The limits of this review
We did not test the IPBurger network. Its pool sizes and success rate are its own claims, and two of its pages give different pool sizes. The prices were read on 27 September 2026.
