The best ISP proxies depend on three things a price per IP leaves out: whether the address is yours alone, how much traffic it may carry, and how long you can rent it. We read the ISP pricing pages of eleven providers on October 22, 2026, and set our own beside them. For a single dedicated address, Proxy-Cheap ($2.71), Rainproxy ($2.75) and HProxy ($2.70/IP) sold one IP for a month. At 100 dedicated IPs, Decodo, ProxyEmpire and MarsProxies charged $2.60 each. Where sharing an address is acceptable, Webshare started at $0.30 per proxy.
What are the best ISP proxies in 2026?
Each pick below rests on a price or a rule the seller prints itself, read on October 22, 2026.
- One dedicated IP: Proxy-Cheap lists one address for a month at $2.71, Rainproxy at $2.75, MarsProxies at $2.99 and ProxyEmpire at $3.50. Ours costs $2.70/IP for a month.
- A short job: MarsProxies rents for one day, Proxy-Cheap sells a 7-day plan for $1.99, and we rent for one week.
- Many dedicated IPs: Decodo and ProxyEmpire fall to $2.00 per IP at 2,000 IPs. Bright Data charges $2.50 at 1,000.
- Sharing is acceptable: Webshare charges $0.30 per shared proxy from 20, Evomi $1.00 and Oxylabs $1.50, with up to three users on each Oxylabs address.
- City and ISP choice: Shifter offers 1,800+ cities and 900+ ISPs in 120 countries. Its addresses can change within the billing period.
- The weakest fit for one account: Bright Data's dedicated plans start at 10 IPs for $35, and Webshare's at 20 IPs for $42.
What counts as an ISP proxy?
An ISP proxy is an address registered to a consumer internet provider and hosted on a server in a data center. Oxylabs' own definition puts it the same way: "an IP address hosted on a data center but registered under ISPs". Sellers rent it by the IP and the month, and most also call it a static residential proxy. IP databases label an address by the owner of its network, so the address carries the provider's name. Our guide to ISP proxies covers the product in depth.
How do the providers compare on price?
The chart prices dedicated addresses at two sizes. Each value is the rate per IP per month on the cheapest purchase that covers 10 IPs, and then 100, at regular prices without codes or VAT.
- 10 IPs
- 100 IPs
Volume moves these prices less than the first order does. Bright Data falls from $3.50 to $2.75, the widest drop here. Oxylabs now sells one monthly subscription for all its products, and the plan sets the rate: dedicated ISP addresses cost $3.00 each on the $30 plan (up to 10), $2.78 on the $100 plan (up to 35) and $2.60 on the $500 plan (up to 192). Decodo's prices add VAT.
Ours is the same at any count: $2.70/IP for one month, with no volume ladder. We rent for one week, one month or three months.
The first order is where sellers differ most. The next chart shows the smallest purchase of a dedicated ISP address for a month at eight sellers.
Ours starts at one IP, at $2.70/IP for one month. NodeMaven lists ISP addresses "from $2.33/IP/30 days" without saying which order size that rate needs, so it stays out of both charts.
For the wider market, our price records hold the per-IP monthly rates of 24 ISP sellers, captured from July 20 to October 14, 2026. Each seller's cheapest rate had a median of $2.60, with a quarter of the sellers at $1.68 or less and a quarter at $3.05 or more.
Shared, private or dedicated: what does the per-IP price buy?
A shared ISP address also carries other customers' traffic. A dedicated one is yours alone for the rental period. Sellers price the two far apart, and some add a middle tier.
| Provider | Shared | Middle tier | Dedicated |
|---|---|---|---|
| Webshare | $0.30 (20 IPs) | $0.926, shared with 1 to 2 users (25 IPs) | $2.10 (20 IPs) |
| Evomi | $1.00 | $2.50, "private" | $4.50, "virgin" |
| Oxylabs | $1.50, up to 3 users | not listed | $3.00 |
| Bright Data | $1.80 (10 IPs) | not listed | $3.50 (10 IPs) |
| Decodo | from $0.27, or from $1.30 per GB | not listed | $3.33 (3 IPs) |
| Rainproxy | from $1.35 per GB, or an unlimited US pool from $0.99 an hour | not listed | $2.75 |
| HProxy | rotating ISP traffic, billed per GB | not listed | $2.70/IP (1 IP) |
Prices are per IP per month unless a GB or an hour is named. Evomi grades its addresses by how many other customers have used them, and its three grades cost $1.00, $2.50 and $4.50. Webshare's middle tier puts one or two other users on each address.
A dedicated address matters when an account's standing depends on its IP. On a shared address, other people's requests arrive from the same IP as yours, and a site that flags them sees your account on that address too.
What does "unlimited bandwidth" allow at each provider?
Most ISP sellers advertise unlimited bandwidth. Five of the offers here also print a number for it, and that number decides what heavy use costs.
The limits work in different ways. Bright Data pools the allowance: 10 IPs give 1,000 GB to split between them, and beyond it "additional charges may apply". Oxylabs keeps the traffic flowing but lowers the concurrent sessions per IP from 100 to 10 for the rest of the billing month. Webshare includes 250 GB on its static residential plans and sells unlimited bandwidth as an upgrade under its fair usage policy.
The other sellers print no number. MarsProxies says you will never be charged for the data you use, Shifter lists unlimited bandwidth per IP, NodeMaven unlimited traffic, Evomi no data meter, and Proxy-Cheap unlimited bandwidth. Our ISP page lists unlimited bandwidth through the address, and our terms set no traffic cap on it.
How long can you rent an ISP IP?
| Provider | Rental terms, as listed |
|---|---|
| HProxy | one week, one month or three months |
| MarsProxies | 1 day, 30 days or 90 days (10% off) |
| Proxy-Cheap | 7 days ($1.99), 1 month or 12 months |
| NodeMaven | 30 or 90 days, renewing automatically |
| Rainproxy | dedicated IPs by the month; its unlimited shared pool from 1 hour |
| Bright Data, Decodo, ProxyEmpire, Shifter | monthly plans |
| Oxylabs | one monthly subscription for all its products |
| Webshare | monthly, or yearly at 30% off |
| Evomi | subscription only |
A monthly plan costs a full month even for a three-day job. Short terms suit a product drop or a test, and long terms suit an account you keep. Proxy-Cheap charges the same $2.71 a month on its 12-month term as on one month.
Where are the addresses, and can you choose the city?
| Provider | Locations, as each page states them |
|---|---|
| Shifter | 120 countries, 1,800+ cities and 900+ ISPs; city and ISP fixed for the period |
| MarsProxies | 190+ locations, city-level targeting |
| ProxyEmpire | 24 countries |
| Decodo | 19 countries for dedicated IPs, from the US and Brazil to Japan and Korea |
| NodeMaven | 7 countries: the US, the UK, Germany, France, Italy, Brazil and Hong Kong |
| Rainproxy | the US (50,000+ IPs) plus pools in the UK, Germany, Canada and Brazil |
| Proxy-Cheap | country and ISP targeting |
| Oxylabs | premium ASN selection included on dedicated IPs |
| Bright Data | country-level targeting |
| Webshare | names Comcast and AT&T among its providers |
| HProxy | the country, chosen when you order |
Shifter's model differs from a static IP. Each proxy keeps the city and ISP you choose for the whole billing period, while the address itself refreshes. A login that expects to see one address all month needs a static IP. Our ISP vs residential proxies comparison explains when a fixed address beats a rotating pool.
Who may buy, and which targets are restricted?
Oxylabs restricts some websites on its ISP proxies and opens specific targets after a short KYC procedure. Bright Data's KYC answer names its Residential and Mobile networks, and every plan on its ISP price page offers a free trial. Our checkout needs no KYC for standard use, and the payment options page lists card, crypto, Alipay, QRIS and Pix.
Trials and refunds, as listed: Bright Data and Shifter offer free trials, Oxylabs a one-time $5 welcome credit, Decodo a 14-day money-back period and Rainproxy one with conditions. Proxy-Cheap's 7-day plan costs $1.99. We have no free trial, and our free trial guide shows how to test a seller cheaply.
Payment methods, where the pages list them: Bright Data takes PayPal, Payoneer, Alipay, Google Pay, wire transfers and cards. Webshare takes cards, and Google Pay and Apple Pay on mobile devices. Evomi shows cards, PayPal and Bitcoin, and NodeMaven more than ten coins.
What is each provider best at?
Proxy-Cheap
Proxy-Cheap sells single dedicated IPs by the week, the month or the year. Its plan table lists $1.99 for 7 days and $2.71 a month on both the 1-month and the 12-month term. Each address comes with unlimited bandwidth, HTTP and SOCKS5, and country and ISP targeting. A banner on the same page advertises 15% off, from $2.87 to $2.44 a month. See HProxy vs Proxy-Cheap.
Rainproxy
Rainproxy sells ISP addresses three ways. A dedicated IP costs $2.75 a month and keeps the same address for the life of the subscription. Per-GB ISP traffic runs from $3.20 for 1 GB to $1.35 per GB at 1 TB and never expires. An unlimited shared US pool is sold by port speed, from $0.99 an hour. See the Rainproxy alternative.
MarsProxies
MarsProxies rents dedicated ISP addresses for 1, 30 or 90 days. Its 30-day ladder runs from $2.99 for one IP to $2.09 each at 1,000. It says used data is never charged, and it lists 190+ locations with city-level targeting. See HProxy vs MarsProxies.
Decodo
Decodo sells dedicated ISP addresses from 3 IPs for $9.99 a month down to $2.00 each at 2,000, plus VAT, in 19 countries. It offers a 14-day money-back period. Its shared plans start from $0.27 per IP or $1.30 per GB. See HProxy vs Decodo.
ProxyEmpire
ProxyEmpire sells a single dedicated IP at $3.50 a month, falling to $2.90 at 10, $2.60 at 100 and $2.00 at 2,000, in 24 countries. Each IP carries a fair use cap of 100 GB a month. See HProxy vs ProxyEmpire.
Oxylabs
Oxylabs sells one monthly subscription for all its products, so the plan sets the ISP rate. Shared addresses run from $1.50 to $1.10, and dedicated ones from $3.00 to $2.20, with premium ASN selection on dedicated IPs. Sessions per IP drop after 50 GB on shared and 100 GB on dedicated addresses, and some websites stay restricted until a KYC check. See HProxy vs Oxylabs.
Bright Data
Bright Data advertises a pool of 1,300,000+ static residential addresses. Shared plans run from $1.80 per IP at 10 to $1.30 at 1,000, dedicated ones from $3.50 to $2.50, and per-GB ISP traffic from $8 to $5. Each IP includes 100 GB a month, pooled across the plan, and Bright Data matches a first deposit up to $500. See HProxy vs Bright Data.
Webshare
Webshare has the cheapest shared ISP addresses here: $0.30 per proxy from 20, down to $0.225 at 10,000, with 250 GB included. Private addresses, shared with one or two users, cost $0.926, and dedicated ones $2.10, from 20 IPs. See HProxy vs Webshare.
Evomi
Evomi sells three grades of ISP address, on subscription only: shared at $1.00, private at $2.50 and virgin at $4.50 per IP per month. The grade follows how many other customers have used the address, and none of them carries a data meter. See HProxy vs Evomi.
NodeMaven
NodeMaven lists ISP addresses from $2.33 per IP for 30 days, in 7 countries, on 30-day or 90-day terms. It checks each pack against Scamalytics before delivery and includes one free pack swap per order. It supports UDP and takes more than ten coins. See HProxy vs NodeMaven.
Shifter
Shifter offers the widest location choice here: 1,800+ cities and 900+ ISPs in 120 countries. Its Regular plans start at 25 IPs for $42 a month at its printed 30% discount, or $1.68 per IP. The city and ISP stay fixed for the period while the address refreshes. See HProxy vs Shifter.
Which ISP proxies should one account avoid?
Three kinds of plan fit a single account poorly. A plan that starts at 10 or 20 addresses costs $35 or $42 when the job needs one IP. A shared address puts other customers' traffic on the IP your account uses. A proxy whose address refreshes within the period, as at Shifter, can trip a login that expects one address.
Where does HProxy fit, and where does it lose?
Our ISP proxy is one dedicated address at $2.70/IP for one month, and it also rents for one week or three months. It comes with unlimited bandwidth, HTTP and SOCKS5, and the country you choose when you order. We also sell rotating ISP proxies, billed per GB, for jobs that need many ISP addresses in turn.
Where we lose: we have no volume ladder, so at 100 IPs Decodo, ProxyEmpire, MarsProxies and Oxylabs charge less per IP. We offer no city or ISP choice, which Shifter, Proxy-Cheap and Oxylabs do. We sell no cheap shared tier like Webshare's, no free trial and no PayPal.
If one address for a week or a month suits your job, our ISP proxies start at a single IP. The pricing page lists every product.
How do you choose an ISP proxy provider?
- Decide shared or dedicated. If an account's standing depends on its address, pay for a dedicated IP.
- Estimate traffic per IP. Compare a month of your traffic with the stated figures above.
- Price your exact count. Rates meet at 100 IPs and differ most from one to ten.
- Match the term to the job. A three-day job on a monthly plan pays for a month.
- Check location and targets. Confirm the country or city, and whether the seller restricts your target site.
- Buy one address first. Look up its network owner before you scale; our guide to checking if an IP is residential shows how.
What this page could not check
- Prices and published rules only. We measured no speed, success rate, subnet spread or block rate at any provider, ours included.
- Pages drawn by script. Rayobyte and Massive draw their ISP price tables by script, so they are left out.
- Taxes, codes and banners. Decodo and Oxylabs add VAT where it applies. NodeMaven's codes and Proxy-Cheap's banner discount are kept out of the charts.
- One seller, two prices. Oxylabs' shared ISP product page said "from $2.10/IP" on the same day its pricing page printed $1.50; we used the pricing page.
- Sourcing. No provider's pages prove where its addresses come from.
- Check by January 22, 2027. Prices, plans and traffic rules move often; every figure here needs a fresh read by then.
