SOAX is a proxy seller run by SOAX LTD, a company registered in England and Wales on 15 February 2019. Its largest holder since March 2026, with 34.0% of the shares, is Zeta Signum, for which Stefans Keiss signed that month. The three people who held every share in mid-2019 still own 41.6% between them. In January 2022 TMT Investments PLC and a Piton Capital fund bought preferred shares, TMT for 4 million dollars. The first archived proxy page dates from June 2020, on a name a broker had offered for sale in 2016. What follows is the record in date order. Prices and alternatives are on our SOAX review.

We read every record on 10 and 11 October 2026 from our server in St. Louis. They include the UK company register with 73 of SOAX LTD's filings, TMT Investments' market reports, trademark records in the UK and the US, and the RIPE network database. We also read the Internet Archive and the pages of SOAX, ProxyWow and Rampage Proxies.
The story, oldest first

Solid markers are records we read ourselves: a register, a filing, an archive copy or a public database. Hollow markers are SOAX's own claims.
Before SOAX: a name for sale and two demo shops
The name is older than the company. Verisign's registry dates the current registration of soax.com to 23 December 2002. The archive's first copy is older still: in January 2002 its title read "Domain For Sale!"
In 2004 and 2005 the address showed the default start page of a Tomcat web server. In 2013 and 2014 a parking page said: "This domain may be for sale."
In January 2016 a broker offered the name as a brand. "Soax is a business name for sale on BrandBucket," its page said, and it called Soax "an extremely versatile name that sounds like 'soaks'". The certificate logs show the first certificate for soax.com on 3 March 2016.
Two demo sites followed. In July 2017 the address showed a test shop called "Sports & Outdoor Activity eXchange", with sample hoodies. In April 2018 a second template, "Sports & Outdoor Adventure eXchange", showed placeholder posts. By December 2018 the page was empty. No archive copy or registry record says who bought the name.
2019: a London company with one holder
The company came before the shop. The register received the application for SOAX LTD on 14 February 2019 and formed it the next day. Its office was 71-75 Shelton Street, in London's Covent Garden.
Two directors signed on. Evgeny Kayumov gave his occupation as chief marketing officer, and Abdul Ali Cheema as accountant. Kayumov took all 120 founding shares, at one pound each.
On 14 June 2019 SOAX LTD issued 240 more shares at one pound each. The statement filed with them lists three holders: Roman Martynov with 144 shares, Evgeny Kayumov with 120 and Nikita Zadorozhnyi with 96. The first accounts, to 31 December 2019, show debts larger than assets by £11,690.
The list of controlling persons tells a different story. It kept Kayumov as the holder of "75% or more" until 27 September 2021, though he held a third from June 2019. It never listed Martynov or Zadorozhnyi, though each held more than a quarter. The register does not explain the gap.
Meanwhile the technical build had begun. The certificate logs show the name proxy.cdn.soax.com on 17 October 2019. Names such as gitlab.soax.com and grafana.soax.com followed in April 2020, and dashboard.soax.com on 3 June 2020.
June 2020: the first proxy page
The first contracts carry the date 19 May 2020. The terms say: "The Site www.soax.com is owned and operated by Soax LTD." They describe a service "which enables browsing the internet by redirecting users' communication through other users' devices". English law applied, and disputes went to arbitration under the London Court of International Arbitration, one customer at a time.
The archive caught the first proxy page on 13 June 2020. Its title read "SOAX.COM - Residential Backconnect IPs Proxy", and it said: "Currently 8.564.325 IP-addresses are active worldwide." A free one-hour test was on offer.
Access was sold by the port and by the day. One country over Wi-Fi cost $20 a day for 300 ports and 19 GB, and one country over mobile cost $40. A month over Wi-Fi cost $400 for one country and $2,200 for all of them.
The page came in English and Russian, with support through a Telegram bot. Its customer quotes came from a media buyer and a "Top arbitrage specialist", among others. The footer read: "© 2019 - 2020 Soax Ltd." The accounts for 2020 show net assets of £49,139.
2021: a trademark, a new holder and a new chief
In April 2021 Soax Ltd filed two SOAX marks in the UK, registered in September and November that year. International registrations followed on 24 October 2021, and they became three US registrations on 27 June 2023.
By August 2021 the price page sold traffic by the gigabyte. The "Micro wifi" plan cost $75 a month for 5 GB, or $15 a GB, and "Regular wifi" cost $700 for 100 GB, or $7 a GB. A test cost $1.99, and payment was by card, PayPal or WebMoney.
The same page listed sample locations with their pool sizes. Russia had the most, "765k IPs", ahead of the United States with "685k IPs" and Turkey with "595k IPs".
On 27 September 2021 each of the three holders gave up a quarter of their shares. The next statement lists those 90 shares, a quarter of the company, with a new holder: Stefans Keiss. On the same date the register ended Kayumov's entry as controller and listed Keiss with 25 to 50%.
The share count changed fast after that. On 13 October 2021 each share was split into 1,000. On 15 November 2021 the company issued 175,583 new shares at their face value of a tenth of a penny. Keiss then held 41.2%, and a new holder, Stepan Solovev, held 8.4%.
Solovev joined the board the same day, and Kayumov left it on 16 December 2021. SOAX's About page today calls Solovev "CEO and Co-Founder". It dates the company to 2020: "founded in 2020 by a small team of five co-founders". For 2021 it adds: "Proxyway names SOAX their Discovery of the Year".
The accounts for 2021 show net assets of £616,588 and two employees. In November 2021 Trustpilot showed 4.7 from 81 reviews.
January 2022: a Series A from TMT and Piton
On 21 January 2022 SOAX LTD issued 99,694 Series A preferred shares at £47.85 each, about £4.77 million by our arithmetic. TMT Investments PLC took 61,350 of them, and Piton Capital Venture Fund IV took 38,344. At that price the 635,277 shares then issued were worth about £30.4 million, again by our arithmetic.
TMT is an investment company listed on London's AIM market. Its results of 25 March 2022 report "US$4,000,000 in SOAX Ltd, a SaaS-enabled marketplace of tools to collect publicly available data on a scale". Its tables date the deal to 21 January 2022 and put its stake at 9.41%.
On 3 February 2022 Levan Kavtaradze joined SOAX's board. TMT's own team page lists him as its investment director.
The accounts for 2022 show £3.29 million in cash and a share premium of £6.54 million. They also show the first investments, £2.83 million in all, of which £24,282 was lent to "group undertakings and participating interests". No filing we read names the companies behind them.
2023 and 2024: a bigger pool, lower prices, a buy-back
SOAX's About page says the pool reached "191 million" addresses in 2023, when it added ISP and datacenter proxies. The homepage had claimed "Over 8.5M IPs" from 2020 to mid-2022.
The smallest plan got cheaper by the gigabyte. In January 2023 it cost $99 a month at $12.4 a GB. By January 2024 the same $99 worked out at $6.60 a GB, and the homepage read "Starting at $2.20/GB".

In July 2024 SOAX LTD bought back two holdings of 8,691 shares each, for £0.01 per holding, and cancelled them. The accounts show five employees in 2023 and in 2024. At the end of 2023 they carried losses of £2.70 million.
2025: two purchases and a write-down
On 22 May 2025 SOAX said it had bought ProxyWow, "a provider of dedicated, static US ISP proxies". The registry record of proxywow.com changed that day, and the domain now uses soax.com's name servers. The US trademark register lists ProxyWow Inc, a Massachusetts corporation, as the owner of its RESICENTER mark.
A SOAX post last updated on 27 May 2025 says it also bought Rampage Proxies, a tool to "manage multiple proxy providers in one place". Rampage's site footer had read "© R Development Services LLC". The post set a move of its customers to SOAX between 10 June and 10 July 2025, and it said "the Rampage team is joining SOAX".
TMT halved its value of the stake in its report for the first half of 2025, to 2 million dollars. It gave as its reason "TMT's estimate of likely current valuation". At the end of 2025 it valued the stake at 3 million dollars.

By July 2025 the smallest plan cost $90 a month for 25 GB, or $3.60 a GB. The lowest rate on the page was $0.32 a GB.
In October 2025 the registered office moved from Covent Garden to The Charter Building in Uxbridge. The accounts for 2025 show net assets of £6.59 million, £1.74 million in cash and five employees.

2026: Zeta Signum and a dividend
The register changed again at the turn of the year. From 26 December 2025 it lists Keiss with significant influence over "a firm that, under the law by which it is governed, is not a legal person". The members of that firm, it says, have significant influence or control over SOAX LTD. On 23 March 2026 his entry as a holder of 25 to 50% ended.
The statement of 27 March 2026 no longer names Keiss. It lists a holder called "ZETA SIGNUM" with 219,824 shares, the number Keiss held in January 2026. The register does not say whether Zeta Signum is the firm in his entry.
On 31 March 2026 the holders cancelled the share premium and moved it into distributable reserves. Keiss signed that resolution for Zeta Signum, and Kavtaradze signed it for TMT. On 24 June 2026 TMT reported "a cash dividend of £142,322 (US$193,302)" from SOAX Ltd. It still valued its stake at 3 million dollars on 30 June 2026.
New terms are dated 1 June 2026. They no longer describe the network as running through "other users' devices". A KYC policy of the same date makes identity checks "a condition of access to the paid Platform". In March 2026 Trustpilot showed 3.9 from 143 reviews.

Who held the shares, 2019 to 2026
The statements show how the holdings moved. The three holders of 2019 went from all of the shares to just over half in November 2021. The stake that began with Keiss, held by Zeta Signum since March 2026, has been the largest since then.

None of the five review sites that rank for SOAX names SOAX LTD's holders, its Series A or its investors. They disagree on whether SOAX began in 2019 or 2020, and two still quote the "8.5 million" figure of 2020 to 2022.
In court and in filings
SOAX LTD is not a party to any UK judgment we could find. The National Archives' Find Case Law returned no result for the name on 11 October 2026. We could not search US federal courts. CourtListener refused our server's searches on 10 October 2026 because the shared daily limit was used up, so that check stays open.
Two filings were corrected. The first notice of the Series A gave 30 December 2021 and a price of a tenth of a penny a share. A second filing replaced it with 21 January 2022 and £47.85. The accounts for 2022 were filed again in January 2024, as a "Revision due to further information", and net assets fell from £5.68 million to £5.16 million.
The 2025 accounts also correct the year before: an "Intercompany balance" of £587,608 had been "erroneously stated under Investments" and moved to other debtors. The filings are current: the accounts for 2025 arrived on 20 August 2026, and the next statement is due by 14 July 2027.
What SOAX sells today, in short
SOAX sells residential and mobile proxies, by its developer documents of September 2026. They list "two proxy types today", plus two products in closed alpha, one of them a hosted browser. The ISP and datacenter proxies it added in 2023 are not among them.
On 26 September 2026 one rate covered both kinds of proxy. In the dearest of three country tiers, a gigabyte cost $5.00 without a plan, $3.00 on the $200 Builder plan and from $0.85 on the $3,000 Enterprise plan. Plan fees exclude VAT. On its sources, SOAX says its network "consists of real devices", whose owners it calls peers. It says that "all peers have expressed consent" and that devices are used "only when idle". Its 2026 policy speaks of "contracted, verified idle capacity". No page we read names the apps or partners that bring the devices in.

The archive holds no copy from 2023 or 2024. From May 2025 to March 2026 the count grew by two reviews, while the score fell from 4.2 to 3.9. In the last copy, 127 of the 143 reviews gave five stars and 12 gave one.
Is SOAX legit?
The records describe a real, registered business. SOAX LTD has filed accounts every year since 2019, and every version of its terms since May 2020 names it. A listed investor has reported on its stake twice a year since 2022, and SOAX paid it a dividend in 2026. It owns its name as a trademark in the UK and the US.
Three things are not on the record. The first is who stands behind Zeta Signum, the largest holder. The second is where the devices come from: SOAX describes consenting peers but names no app or partner. The third is the size of the team: its accounts list five employees, while its About page speaks of "50+ people".

- Who stands behind Zeta Signum. The register describes a firm that "is not a legal person" and gives no country, number or members.
- Who bought soax.com, and when. No archive copy or registry record names an owner between the demo sites of 2018 and the launch of 2020.
- Which companies SOAX LTD has lent to or invested in. Its accounts show £3.98 million of investments at the end of 2025, and no filing we read names them.
- Where the devices come from. SOAX describes consenting peers and contracted capacity, but names no app, SDK or partner.
- Why the list of controlling persons left out two large holders from 2019 to 2021.
- Who sold ProxyWow and Rampage Proxies, and at what price.
- When the ISP and datacenter proxies of 2023 left the range.
- What US courts hold. CourtListener refused our searches, and we will run them again.
We bought nothing and tested no SOAX proxy: our rule is to read and never to buy. Holdings, prices and claims change. This page is due for a new check by 11 January 2027.
