DataImpulse is a proxy seller that went online in December 2022. Its terms name Softoria LLC, a Florida company, as the business behind it. Until early 2024 they named Bytemarket OÜ, a company in Tallinn, Estonia. Softoria, an IT firm in Kyiv and Kharkiv, lists DataImpulse among its own products. The list also holds DataForSEO and an app that pays people for their spare bandwidth, and the same two companies sign for that app. What follows is the record, oldest first, with the source of every date. We read every record on 10 October 2026 from our server in St. Louis. They include the Estonian register, the Florida and Cyprus registers through OpenCorporates, ARIN's network files and the US trademark office. The rest came from the Internet Archive, certificate logs, Google Play, and the pages of DataImpulse, Softoria, DataForSEO and Traffmonetizer.

The story, oldest first

A solid marker is a record we read in a register, an archive or a public database. A hollow one is the company's own word, or its group's.

A name for sale, 2003 to 2021

The name is older than the business. The Internet Archive holds captures of dataimpulse.com from March 2003 to January 2004, all of them error pages. Verisign's registry dates the current registration to 28 October 2008.

From February 2011 to December 2021, every capture forwards to a sale page at HugeDomains, a domain reseller. On 1 December 2021 that page read "DataImpulse.com is for sale". It asked $6,195, or 36 payments of $172.08.

The archive does not show who bought the name, or what they paid.

Late 2021: a company in Tallinn and a first certificate

On 11 November 2021 the Estonian register entered Bytemarket OÜ, code 16363621, with 2,500 euros of capital. On 24 January 2022 the certificate logs record the first certificate for dataimpulse.com. That was 54 days after the last archived sale page.

The site's own page data dates its About page to 21 June 2022 and its terms to 24 June 2022. The archive first caught the shop on 3 December 2022.

December 2022: Bytemarket OU dba Dataimpulse

The first archived pages describe a "World Data Source". Residential proxies cost "$1 per 1 Gb" in "194 countries", and the product page claimed "5M+ Residential Proxies". A second product, an "Unblockable HTML extractor", promised "350M+ requests a day" from $100 per million requests. Datasets and two more tools were marked as coming "as soon as they are released".

Every page carried the same footer: "Bytemarket OU dba Dataimpulse", at Vesivärava tn 50-201 in Tallinn. The terms opened with the same company, "registered in Republic of Estonia". The privacy policy said: "All payments are processed by Paddle, our 3rd party partner."

The Estonian register gives Vesivärava tn 50-201 as the address of a second firm: Dataforseo OÜ, entered in June 2018. Its board member since 20 November 2018 is Mykola Chernets. The DataForSEO site gives the same Tallinn address, and a second one in Kharkiv that Softoria lists too.

One line of those first terms is still in the contract in 2026: "Certain services provided by Data Impulse are resold."

2023: a dollar a gigabyte, and a Florida company

Through 2023 the shop narrowed to proxies. By September 2023 its title read "Best residential proxies. Buy cheap residential proxy services." The price stayed at $1 a gigabyte, sold as 5 GB for $5 or 50 GB for $50.

The homepage also made a claim about its past: "Over the last 10 years our company satisfied more than 500+ happy customers with the right data." The sentence stayed until August 2025.

On 10 October 2023, by Florida's register as OpenCorporates copies it, Mykola Chernets became the authorized member of Softoria LLC. Its head office is the address of its agent, Registered Agents Inc, in St. Petersburg. By 3 December 2023 the footer named "Softoria LLC" in "Florida 33702". The terms still named Bytemarket.

2024: the contract changes hands

The terms archived on 7 January 2024 still opened with "Bytemarket OU dba DataImpulse, a company registered in the Republic of Estonia". By 20 April 2024 they named "Softoria LLC, a company registered in the United States". Every later version we read says the same. None of the versions we read, before or after, names a governing law or a court.

The range grew in the same year. The archive first holds the affiliate programme on 20 April 2024, mobile proxies on 17 May 2024 and datacenter proxies the next day. By August 2024 the price page also sold 1 TB at $0.80 a gigabyte.

2025: a network in its name, and bigger numbers

On 5 March 2025, ARIN entered Softoria LLC in its files. ARIN keeps the register of internet numbers for North America. The one contact it lists for every role is Mykola Chernets, with a Softoria e-mail address under the name Nick Chernets. On 9 April 2025 the firm received a network number, AS401645, named "DATAIMPULSE-AS".

The homepage claim grew in steps that year. It read "5M+ ethically-sourced unique IPs in 195 countries" on 1 January 2025. It said 10M+ in February and March, 15M+ from April to 2 June, and 90M+ by 14 July. Over the same months the product page's title said "7M+ Proxies", and it still did in January 2026.

The customer sentence changed next. It still read "10 years" on 5 August 2025. By 4 September it said: "Over the last 4 years our company satisfied more than 500 000+ happy customers with the right data." The years fell from ten to four, and the customers rose a thousandfold.

On 20 November 2025 Softoria LLC, doing business as DataImpulse, filed to register DATAIMPULSE in the United States. The filing covers IP address verification services. It swears to a first use on 1 January 2023 and to use in commerce from 1 February 2024. The US office recorded it as abandoned on 2 July 2026, after no timely answer to an office action.

In Cyprus, Softoria Holding Ltd was set up on 30 April 2025, by its filings. On 22 December 2025 it became the sole shareholder of Dataforseo OÜ, with Mykola Chernets as its indirect beneficial owner.

Traffmonetizer, the app on the other side

Traffmonetizer is an app that pays people for their unused internet connection. Its site says it "buys traffic from you and sells it to digital marketing and advertising agencies connected to our network". Its domain dates from 17 October 2021, 25 days before Bytemarket OÜ.

Three records tie the app to the shop's companies. Its homepage footer reads "Bytemarket OU dba Traffmonetizer", the firm that signed the proxy terms until 2024. That footer was already there on its first archived page, on 9 December 2021, a year before the proxy shop's. Google Play names the developer of its Android app as Softoria LLC, which signs those terms today. And on 10 October 2026 its website was served from an address routed by AS401645, "DATAIMPULSE-AS".

The app also has a page for other developers. On 10 October 2026 it offered them an SDK that shares their own users' unused bandwidth and pays "$0.10 per 1 GB of traffic". DataImpulse describes its own supply this way: "Every IP belongs to a real person who chose to join through a clear, disclosed SDK." No page we read says whether those people include the app's users.

2026: where DataImpulse stands

In Estonia, Bytemarket OÜ's register card lists one board member from 7 January 2026, who is also its sole owner. Its 2025 report, due on 30 June 2026, had not been filed by 10 October 2026.

The company that signed the shop's terms reported revenue of 115,093 euros for its first period, to the end of 2022. It reported 151,861 euros for 2023 and 74,023 euros for 2024. The register does not say which brand the money came from.

On 4 March 2026 a GitHub organisation called DataImpulse was created, with its location given as "United States of America". The homepage of 2 January 2026 still named Softoria LLC in its footer; the one of 3 April 2026 named no company. The terms still name Softoria LLC. On 10 October 2026 the live pages claimed "90M+ ethical residential IPs", 16 million mobile and 20 million datacenter addresses, and "500,000+ customers".

DataImpulse in court and in filings

We found no US court case that names DataImpulse or Softoria. CourtListener's dockets and opinions hold no hit for either name on 10 October 2026. One hit for "Data Impulse" is a course list in an unrelated case. The search service then limited our server, so Bytemarket and Traffmonetizer went unsearched. We did not search PACER or any court outside the US.

The one public filing under the brand's name we found is the trademark filing of November 2025, abandoned in July 2026.

What DataImpulse sells today, in short

The shop sells residential, mobile, datacenter and premium residential proxies, billed by the gigabyte. On 10 October 2026 residential traffic cost $1 a gigabyte, the same as in December 2022, and $0.80 above 1 TB. Mobile cost $2, datacenter $0.50 and premium residential $5 a gigabyte. Traffic does not expire.

Three rules change the real price. State, city, ZIP and ASN targeting count at double the rate. The 7-day refund covers only a first Intro purchase and never a crypto payment. Since December 2023 its docs list all government, banking and payment sites as blocked, opened only after an identity check and, for some, a spending level. On where its addresses come from, its own pages say two things. The product page says: "There are no resold networks." The terms say: "Certain services provided by DataImpulse are resold." Our guide on whether a provider resells someone else's network explains what to ask.

The score peaked at 4.7 in September 2024 and held at 4.5 until April 2025. From May 2025 it fell, capture by capture, to 3.5, while the count rose from 177 to 253 reviews. Trustpilot's live page refuses our server, so February 2026 is the newest number we could read.

Is DataImpulse legit?

On the records, DataImpulse is a trading business with a traceable operator. Its contract names a Florida LLC that was active on 10 October 2026, and the register lists that LLC's authorized member by name. The group behind it claims the brand openly, and the shop has sold proxies under one name since December 2022.

Three records point the other way. The contract names no governing law and no court, and the operator's address is its agent's office. The Estonian firm that signed until 2024 had not filed its 2025 accounts by October 2026. And the US trademark filing lapsed in July 2026.

If you are looking elsewhere

  • If you want a provider outside the Softoria group, note that the group also lists Traffmonetizer, an app that buys bandwidth from its users. No proxy or VPN group owns HProxy, and it owns none. Our DataImpulse review prices five other networks side by side.
  • If you buy small amounts, both sell by the gigabyte. DataImpulse traffic never expires; HProxy sells $0.50/GB for one gigabyte of Lite with no plan, and the balance never expires.

What we could not find out

  1. Who ran Bytemarket OÜ from 2021 to January 2026. The free register view shows only the current board member and owner.
  2. Who owns Softoria LLC. Florida does not publish members' stakes, and its own register refused our server.
  3. Whether Softoria Holding Ltd owns Softoria LLC. The Cyprus filings we could read show no link to Florida.
  4. Which apps carry the brand's SDK, and whether Traffmonetizer's users supply its addresses.
  5. What "certain services" the terms call resold.
  6. Why the pool claim rose from 15M+ to 90M+ in six weeks, while the product page still said 7M+.

We bought nothing and tested no DataImpulse proxy: our rule is to read and never to buy. Prices, claims and filings change, so we will read these records again by 10 January 2027.
