ProxyEmpire is a proxy seller run by SWIFT SAAS OOD, a limited company in Burgas, Bulgaria. The Bulgarian Commercial Register entered it on 27 May 2020 under the code 206105711, and its terms of use name it as the supplier. Two partners own half each, George-Simeon Mitsov and Bozhidar Kirev, and both manage the company. Its last published accounts, for 2022, show revenue of 937,000 leva, about 479,000 euros. The brand calls itself an aggregator of other providers' proxies, and its crypto payments run through Thib BV, the Belgian company behind ProxyScrape. The record follows, oldest first. Prices and the alternatives are on our ProxyEmpire alternatives page.

About page: "ProxyEmpire works as an aggregator"

EWDCI: "Accreditation: Active"
A solid marker is a record we read in a register, an archive or a public database. A hollow one is the company's own word, or an industry group's.
Before ProxyEmpire: a school web proxy with the same name
The name is older than the company. In November 2008 the Internet Archive caught proxyempire.com as a free web proxy. Its title read "Proxy server - Free Proxy to unblock Myspace and Facebook at school." The page held a form for opening other sites through it, and a footer with "Copyright © ProxyEmpire.com 2008".
The same site still ran in May 2010, then asking visitors for a small donation. By March 2012 the registrar showed a notice: "This domain name expired on 03/17/2012 and is pending renewal or deletion."
From 2014 to 2017 the address showed only placeholder pages. In November 2018 it read "This domain is expired." In May 2019 it carried a Chinese-language page for an online card-game platform.
The registration that holds the name today dates from 11 August 2020, at the registrar NameCheap. No record we read ties the web proxy of 2008 to the company of 2020.
2020: a limited company in Burgas, then a shop
SWIFT SAAS was entered in the Bulgarian Commercial Register on 27 May 2020. Its capital was 1,000 leva in 100 shares, paid in full at registration. Two partners took 50 shares each: George-Simeon Mitsov and Bozhidar Kirev.
Its listed business is broad: software products, IT consulting, trade and any other activity the law allows. The register gives its seat today as ul. Samuil 20, second floor, in Burgas, an entry made in August 2023.
The company's privacy policy dates itself: "posted on 29 September 2020 and last updated on 12 November 2020". It also said: "ProxyEmpire and all of its web assets, including but not limited to our domain proxyempire.com are property of Swift SaaS LTD."
The About page tells the origin in the company's own words: "In 2020, after 8 years of intensive use of various proxy services and tools for web scraping, we decided to build the ProxyEmpire you see today." The same page still says it on 14 October 2026.
The first archived shop page dates from 11 February 2021. Its title read "Your Residential Proxy Partner". It promised residential proxies "In Over 105 Countries" and "over 25 000 active IPs at any time". New customers could take 1 GB for free, with no credit card.
Plans were monthly. The smallest gave 15 GB for $150, which is $10 a gigabyte, and the largest 1 TB for $4,000. By April 2021 separate mobile plans had joined, from 5 GB for $150, or $30 a gigabyte.
The first contract: Bulgarian law, no refunds
The terms of 2021 carried the heading "Swift Saas LTD Terms of Service" and chose Bulgarian law. Every sale was final: "All payments and subscriptions made by users are strictly non-refundable".
The free gigabyte soon had a price. The terms archived in April 2021 mention "a $1 verification fee" for the trial, "to avoid abuse of the free trial offered". By July 2021 the homepage offered a 250 MB trial for $1.97.
The first privacy policy named one payment processor, Stripe. The version "last updated on 26 May 2021" added a reseller: "We have appointed Paddle as our non-exclusive reseller of the Product across all territories." Until April 2024 it listed Paddle and Stripe as its payment processors.
2021 and 2022: the books, and a new address
The register publishes the company's accounts for its first three years. Revenue was 63,000 leva in 2020, 258,000 leva in 2021 and 937,000 leva in 2022. Net profit rose from 24,000 to 68,000 and then 255,000 leva.
About two thirds of the 2022 revenue went out again as bought-in services: 636,000 leva. The accounts list no staff costs for 2020 and 2021, and 4,000 leva of wages in 2022. The accounts do not say whose services the company bought.
In euros, the 2022 figures are about 479,000 of revenue and 130,000 of net profit. The register itself uses the fixed rate of 1.95583 leva to the euro: on 7 February 2026 it restated the capital as 511.29 euros.
The shop changed its address in the same years. The .io registry dates proxyempire.io to 23 January 2022. The old address still served the full site on 18 January 2022, and the first archived page on the new one dates from 8 February 2022. By 30 March 2022 proxyempire.com forwarded visitors, as it still does.
The numbers on the homepage
The pool the homepage advertised moved from year to year. The claims, each in the archive copy's own words:
| archived | the homepage claim | countries |
|---|---|---|
| Feb 2021 | over 25,000 active IPs at any time | 105 |
| Feb 2022 | over a million residential proxies | 150+ |
| Jul 2022 | over 3 million residential proxies | 150+ |
| Jan 2023 | over 9 million residential and mobile | 170+ |
| Jan 2024 | 25M+ rotating IPs | 170+ |
| Jan 2025 | 9.5M+ rotating IPs | 170+ |
| Jan 2026 | 30M+ residential IPs | 170+ |
The claim of January 2023 had a smaller number inside it: the same page spoke of "over 5.3 million rotating residential proxies". In January 2024 the "25M+" sat beside "9M+ Premium Residential IPs" on one page, and a line said the proxies were "pooled from the largest resource in the market", a "100M+ pool". No page we read explains the fall to 9.5 million in 2025, or the rise to 30 million by January 2026.
2023 and 2024: blocked targets, a second reseller, new terms
By January 2023 the terms carried a new rule: "You may not use our services to access any financial institutions, banking websites, fintech company websites, including PayPal.com." By July 2023 a single gigabyte could be bought without a plan, for $15.
The privacy policy changed twice in April 2024. The version "last updated on 05 April 2024" added one sentence: "For alternative payment methods we have also appointed Thib BV as our non-exclusive reseller." The version of 25 April 2024 named SWIFT SAAS with its register code and address for the first time.

On 26 April 2024 the register entered both partners as managers, with the right to act "jointly and separately with equal rights". The yearly accounts for 2020 to 2022 had named George-Simeon Mitsov alone as head of the company.
Between May and August 2024 the terms were rewritten in full. The new "Terms of Use" name "SWIFT SAAS LTD." with the code 206105711 and the Burgas address, and send disputes to the courts of Burgas. Refunds became a matter of "Our sole discretion", and "Payments in virtual currencies are non-refundable in all cases."
The new terms also say who may buy. The services are "not meant for non-commercial and/or non-professional use by individuals", including people "acting as 'consumers'" under Bulgarian consumer law.
In June 2024 the Ethical Web Data Collection Initiative (EWDCI), an industry group, published an interview with "ProxyEmpire director George Mitsov". It opened with "Launched in 2020" and gave the pool as "over 9 million residential and mobile IPs". Mitsov said there: "we only work with proxy suppliers who adhere to ethical and industry best practices."
2024 and 2025: the trademark
SWIFT SAAS filed the ProxyEmpire logo with the EU trademark office on 17 September 2024. It withdrew that filing on 2 December 2024 and filed the mark again the same day.
The second filing drew no opposition. The EU registered it on 29 March 2025 and published the registration on 1 April 2025, valid until December 2034. On its applicant record the office lists the company's size as "Micro".
On 8 May 2025 the mark became an international registration, number 1860233, and that registration reached the US office. The US examiner refused it at first, on 20 March 2026. After a response in August, the application was approved for publication on 22 September 2026. Its status page gives no reason for the refusal.
2026: half prices and an "aggregator"
In February 2026 the archived price table showed every residential plan at half its earlier figure. One gigabyte cost $3.50, against $7 in August 2025, and 1 TB cost $1,500 instead of $3,000.
- smallest purchase
- 1 TB plan
On 14 October 2026 the pricing page explained the halving itself: "50% OFF Rotating residential and mobile plans, applied at checkout". It printed both prices side by side, "$3.50 /GB $7/GB" for the smallest residential purchase.
The same year the About page gained a section on where the proxies come from. It first appears in the archive copy of 4 October 2026, and the copy of 20 April 2026 does not have it. Its opening reads: "ProxyEmpire works as an aggregator. Rather than running one network of our own, we combine supply from multiple vetted providers".
The page adds that those providers' users "have opted in, are compensated, and can leave whenever they choose." It names none of the providers.
The company's later accounts are not public yet. SWIFT SAAS filed accounts on 29 September 2024, 27 September 2025 and 28 September 2026. On 14 October 2026 the register marked all three "being processed", so the figures for 2022 are the latest anyone can read.
Who ProxyEmpire is connected to

| connection | what the record shows, and what it does not |
|---|---|
| SWIFT SAAS OOD | named in the terms as supplier; entered in Burgas on 27 May 2020, code 206105711. Not shown: any parent company or investor |
| the two partners | George-Simeon Mitsov and Bozhidar Kirev, 50% each since 2020, managers since the entry of April 2024. Not shown: any other owner |
| Paddle | "non-exclusive reseller of the Product across all territories" since 2021; takes cards and PayPal. Not shown: anything beyond payments |
| Thib BV | appointed reseller "for alternative payment methods" in April 2024; today the "Merchant of Record" for crypto, at a 5% fee. Not shown: any ownership link, or proxies bought from it |
| ProxyScrape | Thib BV's own brand: ProxyScrape's privacy policy calls Thib BV "the Belgian company behind ProxyScrape". Not shown: any tie to SWIFT SAAS beyond payments |
| the EWDCI | lists the brand among twelve accredited providers, "Accreditation: Active". Not shown: the date or the audit report |
| unnamed providers | the About page: "we combine supply from multiple vetted providers". Not shown: who they are |
| hosting networks | its gateways answer from servers at OVH, Hetzner and Hivelocity. Not shown: anything about the exit IPs, as these firms rent to many companies |
| the web proxy of 2008 | the same name on the same domain, years earlier. Not shown: any link to SWIFT SAAS |
The tie to ProxyScrape is a payment tie on the record. ProxyEmpire's help page says: "Cryptocurrency, processed by our Merchant of Record, Thib BV. Crypto payments carry a 5% processing fee." ProxyScrape's own privacy policy calls Thib BV "the Belgian company behind ProxyScrape", and its terms give the address, Brugstraat 18 in Mechelen. The Belgian company register lists THIB with the start date 2 July 2020 and the web address proxyscrape.com.
ProxyEmpire's terms explain what such a reseller does: merchants of record "act as resellers of Our Services and handle the payment process". So a crypto payment goes to Thib BV, and the terms say such payments are "subject to their terms of use and privacy policies". Our ProxyScrape page covers that brand, and our page on who owns your proxy provider maps the larger groups.
ProxyEmpire in court and in filings
We found no court file that names it. A search of US federal dockets and opinions on CourtListener returned nothing for "ProxyEmpire", "Proxy Empire" or "Swift SaaS" on 14 October 2026. We did not search Bulgarian courts.
The filings that do exist are the company's own: its register entry, its accounts, and its trademark files in the EU, at WIPO and in the US. The RIPE network database holds no object under either name.
What ProxyEmpire sells today, in short
The brand sells rotating residential, ISP, rotating mobile, dedicated mobile and datacenter proxies, plus an unlimited residential plan. On 14 October 2026 one gigabyte of residential traffic cost $3.50 at the halved price, against a list price of $7. The largest public plan gave 1,000 GB for $1,500 a month, and custom plans started at $0.75 a gigabyte from 1 TB.
Mobile traffic cost $4.50 for one gigabyte, against $30 a gigabyte as the smallest mobile plan of 2021. ISP proxies cost $3.50 for one IP a month, falling to $2.20 above 1,000 IPs. Unused gigabytes roll over and do not expire.
The fine print matters for small buyers. A trial costs $1.97 and gives 100 MB of residential and 50 MB of mobile traffic. Free trials are offered only to companies. Refunds depend on the company's "sole discretion", crypto payments are never refunded, and the terms exclude consumers.
Some targets are closed to everyone. The help pages list PayPal, Stripe, bank websites, crypto websites, EA and Netflix as blocked on every proxy type. An identity check is needed only to unblock such a site or to open ports other than 80 and 443. The full price tables and the alternatives are on our ProxyEmpire alternatives page.
What customers report over time
| archived | score | reviews |
|---|---|---|
| 16 August 2025 | 4.7 | 90 |
| 23 November 2025 | 4.8 | 93 |
The Internet Archive holds two copies of its Trustpilot page, both from 2025. The August copy notes that the profile "was merged with one or more other Trustpilot profiles". We read no live score, so the table ends in November 2025.
Is ProxyEmpire legit?
The records describe a small, registered business. SWIFT SAAS has been in the Bulgarian register since May 2020 and holds a Bulgarian VAT number. It owns its brand in the EU, has sold proxies under one name since February 2021, and its accounts for 2020 to 2022 show a profit each year.
Two things are missing from the record. One is any published account after 2022. The other is the list of providers whose proxies the brand resells.
If you are looking elsewhere
- If you want to know whose network carries your traffic, ask before you buy: the brand says it combines several providers and names none. The ProxyEmpire alternatives page compares other sellers.
- If you pay in crypto, note that ProxyEmpire's crypto payments go through Thib BV, carry a 5% fee and are never refunded.
- If you buy small amounts, HProxy sells $0.50/GB for one gigabyte of Lite with no plan, and HProxy's terms name Obsidian UG (haftungsbeschränkt) and German law. Our free proxy checker tests HTTP and SOCKS proxies from any seller, with no sign-up.
What we could not find out
- Which providers supply its proxies. The About page calls the brand an aggregator of "multiple vetted providers" and names none.
- The accounts after 2022. Three filings sit in the register as "being processed".
- Who managed SWIFT SAAS before April 2024. The free register report shows the current entry only, and the accounts name Mitsov as head.
- What Thib BV does beyond crypto payments. No record we read shows a link between the two companies beyond the reseller role.
- Why the US office refused the mark in March 2026. The status page shows the refusal and the response, without the grounds.
- Why the pool claim fell and rose. From 25M+ in January 2024 to 9.5M+ in January 2025, then 30M+ in January 2026, with no explanation on the pages we read.
- The live Trustpilot score. We read only the two archived copies.
We bought nothing and tested no ProxyEmpire proxy: our rule is to read and never to buy. Prices, claims and filings change fast. This page is due for a new check by 14 January 2027.
