Most people who reach this page ask whether a VPN or a proxy works on Fanatical. Many have read that another country pays less for the same game. This page answers from the Fanatical terms and help center, and from the Steam rules that most of its keys meet on activation. The short answer: Fanatical forbids it, blocks many VPN addresses, and supplies region-locked keys for the country your connection comes from.
What the Fanatical terms say
The terms, effective on 28 May 2026, are direct. The use of "location-blocking software such as VPNs, or changing an IP address to view the website from a different country is strictly forbidden". It "will affect your ability to access and make purchases from our service".
The same terms explain why the address matters. The site reads the IP address of a device "in order to detect your country and enable us to display the correct product pricing for your region". Keys are sold "FOR YOUR OWN PERSONAL, NON-COMMERCIAL USE ONLY", and gifting stops at two keys of any one product.

Fanatical gives two reasons for the block on VPNs. One is "to tighten the control of a small number of users placing many multiple orders for non-personal use". The other is "to ensure that any region restricted key that you purchase will work in your own country". It adds that it has not blocked VPNs entirely, and that some browser extensions, such as AdGuard, act like a VPN.
Region locks: the key follows your gamer account
Some games are region locked. In the words of the help center, they "cannot be activated at all into Steam/Uplay/EPIC/etc gamer accounts associated with specific countries". Others activate an altered variant there. Fanatical supplies "a variant appropriate to the country from which your connection is detected to have originated, presuming your gamer account is associated with that same country".
So the address you buy from picks the key, and your gamer account decides whether it activates. When the two differ, Steam shows the error "not available for purchase in this country". Fanatical warns that buying through a VPN without checking the restrictions may leave a key that will not activate.
Before you buy a region-locked game:
- Read the "Activates in" line on the store page, and use the country restrictions check below it.
- Check the country of your Steam account. Fanatical notes that Steam lets you change it every three months.
- Buy from your own connection, in the country of your account.
Puerto Rico is a known trap: Fanatical says it is often treated as separate from the USA.
Valve has its own rule for the accounts these keys land in. The Steam Subscriber Agreement, last updated on 10 September 2026, bars "IP proxying or other methods to disguise the place of your residence". Its examples include using them "to order or purchase at pricing not applicable to your geography".
Manual review and blocked addresses
Fanatical checks every order with an automated fraud system. It sends an order to a staff member when the order looks suspicious. Its list of reasons includes several accounts, many recent orders, and the use of a VPN, a proxy or the TOR network. A review is often done within half an hour and can take up to 24 hours. It ends in approval, a request for more information, or a cancelled order with a refund.
Giveaways have a block of their own. They leave out some countries, and address ranges with a history of giveaway abuse; a VPN can bring up the same message. Seven territories cannot order at all, among them Albania and Paraguay. Fanatical calls this a commercial decision, based on order numbers and the cost of the tax rules.
What our server saw
We sent plain requests from our server in St. Louis on 27 September 2026. The store answered with HTTP 200, but it builds its pages with a script. The help pages answered with a Cloudflare challenge, HTTP 403. The public Help Center API answered with each article, so the help text on this page comes from there. We did not try to get past the challenge, and we did not buy anything.

The limits of this page
We did not buy anything or open the store from another country, since the terms forbid viewing it from a changed IP address. The store builds its pages with a script, so we did not see its prices from our server. Fanatical does not publish how it detects VPN or proxy addresses.
