On HProxy a Premium line takes an asn field. Every request through that line then exits from an address on the network you named, in the country you named. Rotate on every request or hold a sticky session; generating lines is free and only the bytes that pass through are billed.

Each row is a network the gateway can pin today. The last three columns are what our free proxy scanner holds on that network: public proxies answering now, addresses that answered at least once, and every address ever tested. Why pin a network
When the network matters,not only the country.
Some targets key their rules on the network an address belongs to, not only on the country. Cloudflare's rate limiting rules, for one, can count by ASN on their Enterprise tier. A line pinned to Vodafone looks like one consistent kind of visitor to a rule like that: a Vodafone customer.
The other reason is testing. A page, an ad or a price shown to Vodafone customers can be checked from a Vodafone address, from the countries listed above, without asking anyone to run a browser for you.
A pin does not change what your client sends. Cookies, headers and the TLS handshake are still yours, and a target that keys on those needs a real browser profile behind the line.
