Why the dead addresses are listed too
Most free-proxy sites show you what answered on the last sweep and quietly drop everything else, which makes a network look empty on a bad day and hides the thing you probably wanted to know: whether proxies keep appearing on TOT Public at all. What a TOT Public address is and is not
An autonomous system number identifies a network run as one unit. When a proxy sits on TOT Public, the machine hosting it lives inside that operator's address space, which is what a site sees when you connect.
