Why browse free proxies by /24 block?
A /24 is the smallest block most networks route as one unit, so the addresses in it usually share an owner, a location and a reputation. Open proxies rarely appear alone: find one in a block and its neighbours are worth checking, and a destination site that has flagged one address in the block often treats the rest the same way. Grouping the database by block is how you see that clustering, and pick or avoid a whole neighbourhood at once.
Where these numbers come from
HProxy runs its own checks against every address, around the clock, and keeps the result forever. The count on each block is how many addresses in it we hold on record. Nothing is copied from another list.

You can use HProxy's free proxy list, which needs no API key and no account.
GET https://hproxy.com/api/proxy-list?format=json returns the live pool as JSON. Useful query parameters: country (ISO alpha-2, e.g. de), protocol (http, https, socks4, socks5), anonymity (elite, anonymous, transparent) and limit. Add format=txt for plain ip:port lines instead.
Each proxy comes back with ip, port, protocols, anonymity, country_code, city, asn_org, latency_ms and uptime_24h. The pool is re-checked around the clock, so ask for it fresh rather than caching it.
