ProxyLine.net: who runs it, its history and its connections

ProxyLine's contract names no company, but its app, its address blocks and its own Trustpilot profile lead to Cyprus. The record since 2018.

ProxyLine (proxyline.net) has rented datacenter IPv4 and IPv6 proxies by the address since October 2018, mostly to Russian-speaking buyers. Its contract names no company, only "the Administration" of the website. The records around it lead to Cyprus. Google Play lists Unit Hostline Ltd of Paphos as the publisher of the ProxyLine app. Of the 51 address blocks the shop named in 2018 to 2021, 31 are registered to IT Hostline Ltd, a firm at the same office. Russia's regulator has blocked the site since September 2024. Prices and the alternatives are on our ProxyLine alternatives page.

We read every record on 10 October 2026 from our server in St. Louis. They include the shop's pages and contract versions in the Internet Archive, its 425 Telegram posts, the RIPE network database, domain and certificate logs, the Google, Apple and Mozilla stores, and Russia's register of blocked sites. Cyprus's company register and the US court index refused our server, so we read those from our office in Germany. Russian quotes are our translations.

The story, oldest first

A solid marker is a record we read in a register, an archive or a public database. A hollow one is the shop's own word.

Before 2018: a Paris agency's old name

The name had an earlier life. In February 2002 proxyline.net was the site of "Proxyline : web agency", a small agency in Paris. Its founders had filed the French trademark PROXY LINE in April 2000, and it has since expired.

By late 2003 the address showed unrelated advertising, and in July 2009 a GoDaddy parking page. The registry dates the current registration to 11 September 2018, at GoDaddy, paid until 2035.

Autumn 2018: a domain, a channel and 55 rubles

Four days after the domain, on 15 September 2018, the shop opened its Telegram channel. The first certificate, for the customer panel, followed on 3 October 2018.

The first archived shop page, of 12 October 2018, was in Russian. It read "PROXY LINE, a service for renting IP addresses for your business", with "120 different subnets" and a trial: "1 piece for 55 rubles a month". One line explained the price: "We buy proxies at a 'wholesale' price and set the cost without significant markups."

That page already carried twelve testimonials linked to VKontakte profiles. One customer wrote of using the service "more than half a year", longer than the domain then existed. The footer today reads "© 2017 - 2026".

The first months, in its own channel

The channel reads like an operator's diary. US addresses arrived on 26 October 2018, France and Germany two days later, Ukraine on 30 October. Shared proxies, used by up to three buyers at once, went on sale on 5 November at 45 rubles. IPv6 followed on 25 November and Canada on 7 December.

The early posts also show where the addresses came from. On 7 November 2018 the shop swapped a block "because the hosting company had these IPs taken away by the LIRs", the registries' local members. Between 18 and 21 November its US host blocked addresses after customers sent spam, and the shop closed the mail ports.

On 16 October 2018 the channel asked subscribers for positive reviews on forums. It offered a free day of use, or a free proxy for a month, for each one, and listed ten sales threads it had opened. Five of their addresses carry the same offer: "test 1 piece 55 rub". On 4 December it offered three free days for a forum review.

A menu its own terms forbade

The terms of December 2018 were a short "public offer" from "the service ProxyLine.net". They banned brute-forcing passwords, spam, e-mail mailings and mass account sign-ups on its servers. The same page's menu listed proxies "for spam", "for mailings", "for registrations" and "for brute-forcing and checking". Its contact page named one partner, FARMPROXY.RU, "for brute, check etc."

The spam item was gone by November 2019. The brute-forcing item stayed until at least June 2022 and was gone by December 2022. On 10 October 2026 the menu had neither, but the site's map file, still the one made for a test site in December 2018, listed both pages.

2019: a checker, closed bank sites and a second shop

The domain proxy-checker.net was registered on 13 January 2019. On 5 April the channel announced: "We launched a multifunctional checker ... Proxy-checker.net." The shop's API page still points its checker there.

On 25 June 2019 the channel said that from 27 June it would block banking sites, naming Qiwi, PayPal, WebMoney and Yandex.Money. The reason given: "so that customers do not carry out fraudulent operations on our proxy servers." From 10 October 2019 the block applied to shared proxies only.

The domain spaceproxy.net was registered on 18 July 2019. On 7 November the channel announced: "We launched the service SpaceProxy.net", selling ISP proxies; in May 2021 it called it "a second service". On 10 October 2026 SpaceProxy ran on the same layout behind the same firewall, and its terms carried the same clauses as the shop's.

The address blocks: "Proline IT Ltd"

The channel named the blocks it sold, often down to the exact range. On 10 October 2026 we looked up 51 blocks named between 2018 and 2021. Of these, 31 are registered to one organisation, "IT Hostline Ltd", and all 31 have network names ending in PROLINE: RU-PROLINE, UA-PROLINE, DE-PROLINE and others.

RIPE keeps the history of that organisation. It was created on 1 October 2019 as "Proline IT Ltd" and renamed "IT Hostline Ltd" on 13 February 2024. Its address is Achaion 35, fifth floor, office 17, in Nicosia.

One block shows the order of events. The channel announced 2.56.136.0 as a new Ukrainian subnet on 26 March 2019. On 18 October 2019 the block's record was changed to name Proline IT Ltd, and 20 minutes later the block was renamed UA-PROLINE-256136.

The two blocks we traced upward sit inside larger ranges held by another RIPE member, IPX - FZCO of Dubai. The shop itself spoke of rent. On 23 December 2020 it said prices would rise by 15 to 18% "due to the increase in the cost of renting subnets of IP addresses". It added that "free IPv4 networks have run out in the world".

For a few months the site named a seller. Its pages archived on 1 January, 13 May and 31 July 2021 end with the name of an individual entrepreneur, marked "ИП", and a Russian tax number. ИП is the Russian form for a one-person business; the page leaves out the private person's name.

Russia's tax register lists that number as an individual entrepreneur since 27 March 2018, with no end date. Homepage captures from September 2020 and November 2021 lack the line, and no later version we read names a seller.

2021 and 2022: dearer subnets, then sanctions

Prices rose twice in 2021, by 15 to 18% from 1 February and by 15% from 1 June. On 17 May the affiliate share fell from 20% to 10% "because subnet prices were raised for us".

On 27 February 2022 the channel warned that card payments might fail "because of the economic sanctions". It advised paying in the stablecoin Tether USDT. A day later it said its dollar prices stood: "$1.25 wholesale from 2,000+ proxies, $1.38 from 100+". On 18 March it announced it would move servers "from one hosting company to another" for the same reason, in five stages.

A contract rewritten, with a law but no country

Between December 2022 and March 2023 the short offer gave way to a long agreement. It speaks for "the Administration of the Internet Service proxyline.net" and is governed by "the current legislation of the residence of the Administration". Disputes go to "the courts of any jurisdiction at the location of the Administration". The text never names that residence.

The privacy policy changed its law as well. The version archived on 1 December 2022 said the site "is guided by the Federal Law of the Russian Federation 'On Personal Data'". By August 2025 it said any use of technology on the site stays "only within the framework of the current legislation of Ukraine". The English text now adds the EU's GDPR.

2022 to 2024: a Cyprus company and its own network

IT HOSTLINE LTD was registered in Cyprus on 29 November 2022 as company ΗΕ 441030. Its registered office is in Paphos. A year later, on 28 November 2023, it joined RIPE as a member under that number. Its own network, AS44559, dates from the next day, and today it announces 8 of the 31 PROLINE blocks.

The shop's address counts grew in the same years. On 4 October 2023 its channel listed 75,000 new German and 50,250 new Ukrainian addresses. On 7 May 2024 it announced "more than 1000 subnets, 250,000 IP addresses".

Blocked in Russia, and five mirrors

On 20 September 2024 the channel told Russian users that the site was down "only in Russia". It said it had asked Roskomnadzor, the regulator, to remove it from the register. The public copy of Russia's register of blocked sites lists proxyline.net with Roskomnadzor as the authority, decision 2024-09-18-10992-СОБ, dated 27 September 2024.

The shop answered with mirrors. It announced proxyl.net, registered on 9 January 2025, on 1 February. proxyli.net and proxylin.net followed in December 2025, and proxylines.net and proxyliness.net in June 2026, each time because "the old mirror was blocked". The last two were registered 27 seconds apart, on 31 March 2026, at the same registrar as the main domain.

In April 2026, after Telegram connections through SOCKS5 began to fail in Russia, the shop added MTProto proxies, a protocol made for Telegram. On 16 July 2026 the channel reported "massive and significantly increased blocking" that hit "all services providing proxies and VPN".

2025 and 2026: an app, a VPN and a second company

On 14 June 2025 a second company was registered at the same Paphos office: UNIT HOSTLINE LTD, ΗΕ 476679. The two firms share a company secretary. Four days later the domain stelsvpn.com was registered.

Google Play lists Unit Hostline Ltd as the developer of two apps, ProxyLine and StelsVpn. The ProxyLine app gives admin@proxyline.net as its support address, the same as the website, and had passed 1,000 downloads by 10 October 2026. Apple lists "Unit Hostline ltd" as the seller of Stels VPN.

The browser add-ons point the same way. The Chrome extension linked from proxyline.net and the Stels VPN extension share one developer address, unithostline@gmail.com. On Mozilla's store, a single account publishes both. The Stels VPN contract follows the shop's Russian agreement almost clause by clause, but where the shop's names "the residence of the Administration", it names "the Republic of Cyprus".

Two websites speak for the firms. ithostline.com and unithostline.com carry the same text, "a European company that develops services for efficient and secure networking", and the same Nicosia address as the RIPE record. The shop's own Trustpilot profile, written by the company, gives "1010, Nikosia, Cyprus" as its contact.

Two Cyprus companies at one office stand behind the records that name anyone: the address blocks and the apps. The shop's contract names neither. Our page on who owns your proxy provider maps other networks the same way.

In court and in filings

We found no court case that names ProxyLine. CourtListener, which indexes US federal dockets and opinions, returned nothing for "proxyline" or "proxyline.net" on 10 October 2026, and nothing that concerns either Cyprus firm.

The one decision by an authority is Russian. Roskomnadzor's register entry of 27 September 2024 blocks proxyline.net inside Russia. The public copy we read ends on 1 October 2025, so it does not show whether the mirrors were added later.

What ProxyLine sells today, in short

The shop rents datacenter addresses one at a time, for 5, 30, 90 or 360 days. On 10 October 2026 one individual IPv4 address cost $1.77 for 30 days, or $1.50 each from 90 addresses. A shared IPv4 address, used by up to three buyers, cost $0.99, and an IPv6 address $0.51. MTProto proxies for Telegram cost the same as IPv4.

Its post of 28 February 2022 said the dollar prices would stay and the ruble prices would follow the central bank's rate. One individual IPv4 address cost $1.59 in January 2022 and $1.77 from March 2023 to October 2026, while the ruble figure kept climbing.

A purchase can be refunded or swapped within 48 hours, at most five times, if the proxy carried less than 500 MB. Banking sites work on individual proxies and stay closed on shared ones. Its rules add: "Our proxies are suitable only for white targets."

On sourcing, the shop speaks only of subnets rented from hosting firms. It claims no residential or mobile addresses. Its homepage claims "4700+ different networks and subnets", while its FAQ still says 1,800. The full price tables are on our ProxyLine alternatives page. What customers report over time

In July 2022 the profile showed 2.2 from 27 reviews, with the note "Hasn't replied to negative reviews". By August 2025 it showed 4.6 from 125 reviews and replies from the company, and by February 2026 it showed 4.8 from 147. The archive holds no copy from 2023 or 2024, so the turn cannot be dated more closely.

The channel had 16,000 subscribers on 10 October 2026. It now posts mostly coupons and new subnets: 167 posts in 2019, 8 so far in 2026.

Is ProxyLine legit?

The shop has traded under one name since 2018, with eight years of posts, prices and certificates behind it. Its domain is paid until 2035, and its app is published by a registered Cyprus company that is active.

What a buyer does not get is a named seller in the contract. The agreement binds a buyer to "the Administration", at a residence it never states. Its Chrome listing says the developer "has not identified itself as a trader", so EU consumer rights "do not apply" to contracts with it there. Inside Russia the site has been blocked since September 2024.

If you are looking elsewhere

  • If you want a contract that names who you pay, read the terms before you top up. HProxy's terms name Obsidian UG (haftungsbeschränkt) and German law; ProxyLine's agreement names neither a company nor a country.

What we could not find out

  1. Who owns the two Cyprus companies. The free register lists officers, not shareholders.
  2. Which company a buyer contracts with. The agreement names "the Administration" only, and no page of the shop names either firm.
  3. What "Proline IT Ltd" was in 2019. No Cyprus company of that name appears, and IT Hostline Ltd was registered only in 2022.
  4. What role the 2021 sole trader has today, if any.
  5. When the trade began. The footer says 2017 and a 2018 testimonial speaks of half a year of use, but the domain dates from September 2018.
  6. Whether the mirrors are on Russia's register too. The public copy we read ends on 1 October 2025.

We bought no ProxyLine proxy and ran no test of one; this page rests on records alone. Prices, mirrors and store listings change fast, so we will read them all again by 10 January 2027.

Frequently asked questions

What is the ProxyLine mirror?
Russia's regulator has blocked proxyline.net since September 2024, so the shop posts mirror addresses for buyers in Russia on its Telegram channel. The first, proxyl.net, came in February 2025; proxyli.net and proxylin.net followed in December 2025, and proxylines.net and proxyliness.net in June 2026, each after the previous one was blocked.
Why is ProxyLine not working?
Inside Russia the site has been blocked since September 2024: Russia's register of blocked sites lists proxyline.net with a decision dated 27 September 2024. Outside Russia the site answered normally when we checked on 10 October 2026.
Does ProxyLine have coupon codes?
Yes. Its Telegram channel posts codes several times a year, usually 10% off a purchase or a renewal for a set number of buyers, such as SUMMER2026 with 1,000 uses in June 2026. Its wholesale page adds 5 to 10% off from 100 addresses.
What do customers say about ProxyLine?
On Trustpilot the profile stood at 2.2 from 27 reviews in July 2022 and at 4.8 from 147 reviews in February 2026, by archived copies of the page. Its Telegram channel had 16,000 subscribers on 10 October 2026.
What is proxyl.net?
It was ProxyLine's first mirror for buyers in Russia, registered on 9 January 2025 and announced on 1 February 2025. The shop said in December 2025 that it had been blocked too and moved buyers to new mirrors.
