Proxy-Cheap (proxy-cheap.com) has sold proxies under one name since at least May 2019, and its contract has never named the company behind it. The records point to UAB Lietparkas, a Vilnius company founded in 2012. It owns the PROXY-CHEAP marks in the EU, the UK and China, reported 3.77 million euros of revenue for 2025, and had three insured staff in October 2026. A Wyoming firm, Lietpark LLC, publishes the shop's browser add-on, and a firm called PROXY-CHEAP, LLC owned its first UK mark. What follows is the paper trail in date order, each date with its source. Prices and alternatives are on our Proxy-Cheap review.

All of it was read on 10 October 2026, from our server in St. Louis: registers, mark offices, the RIPE database, the Chrome and Firefox stores, US court indexes, the Internet Archive and the shop's own pages.
The story, oldest first

Solid dots mark records from a register, an archive or a public database. Hollow dots mark what the shop says about itself.
2012: a company in Alytus
UAB Lietparkas was registered on 2 May 2012 in Alytus, with 10,000 litas of capital in 100 shares. The founding director is listed under two initials only. In July 2012 the company moved to Aukštaičių g. 7 in Vilnius, and in July 2013 to number 6, where it is today.
Its early accounts show little trade. Revenue was 40,580 euros in 2014, nothing in 2016, and 4,998 euros in 2018. A business listing site still files the company under energy.
On 18 May 2018 the register recorded a new director. Aleksandr Sadovskij has held the post since then.
2019: a shop for Instagram proxies
The domain proxy-cheap.com was created on 13 November 2018. The company's own domain, lietparkas.lt, followed on 13 December 2018.
The first archived page of the shop dates from 10 May 2019. Its title read "Cheap Proxies - Buy Cheap Proxy from $0.30". It offered "IPv6 and Mobile Proxies for Social Media Automation and Multiple Account creation". Counters on the page claimed "12932 Users" and "975483 Sold". A block headed "How users use our proxy" gave Instagram 90% and Facebook 55%.
The page named five programs its proxies worked with, among them Jarvee and Mass Planner, which it called "Social Media Automation software". Fifty datacenter proxies cost $20 a month; a 4G mobile proxy cost $65. Its FAQ described the IPs as "Mostly are Datacenters but some are ISP Business", and named PayPal as the only way to pay.
That year Lietparkas reported revenue of 121,294 euros, up from 4,998 euros in 2018.
A contract with a web address as its party
The terms archived on 10 May 2019 began with the parties. They read: "This Terms and Conditions is an agreement made between" the shop's own web address ("Proxy-Cheap"), "whose website is found at" the same address ("Provider"), "and Customer". The same words stood in every version we read until 6 December 2025.
Every version chose "the laws of the State of Delaware" and the courts "in Wilmington, Delaware". The privacy policy named no data controller in any version we read, from 2019 to today. Neither text gives a company name or a postal address.
The version first archived on 7 January 2026 is reworded: "a legal agreement between Proxy-Cheap (the "Provider") and you as the Customer". It still names no company. It does mention "its parent company", without saying which one. Since January 2025 the page has carried the same date label above both wordings: "Updated Feb 16, 2024".

A buyer reading the contract in any of those years could not learn which company was selling.
2020 to 2022: residential proxies, a VPN and a customer count
The price list archived in June 2020 sold residential traffic at $5 a gigabyte from 1 to 50 GB, falling to $3 above 200 GB. It claimed "6M+ Residential IPs". It also sold 4G proxies in France and the US, on "real phones with real SIM-cards", and its own VPN at $9.99 a month. A reseller program and a reseller API were in the menu.
On 16 August 2020 a GitHub account called proxy-cheap was created. It gives its location as Lithuania.
The homepage then started to count buyers. In January 2022 it said "35,000+ since 2018", in July 2022 "50,000+", and in January 2023 "80,000+". The pool claim stayed at "7M+" from 2021, and a page block spoke of an "11M+ proxy network". In March 2022 the smallest order, 1 GB, cost $4.99.
Lietparkas grew in the same years. Its revenue was 331,976 euros in 2020, 380,095 in 2021 and 970,975 in 2022.

2021 and 2022: the name becomes a mark, three ways
The first mark came in the United Kingdom. On 4 March 2021 a company called PROXY-CHEAP, LLC applied for PROXY-CHEAP there, and the mark was granted on 9 July 2021. TMview's copy of the UK record still names that company as owner, with no state or address.
The EU mark began with someone else. On 9 March 2022 an individual with an address in Antwerp, Belgium, applied for it at the EU's mark office, through an agent in Madrid. Nobody opposed it, and it was granted on 24 June 2022 for proxy server and VPN software, among other things.
Three weeks after that EU filing, UAB Lietparkas applied for the word mark PROXY CHEAP in the UK, on 31 March 2022. It was granted on 1 July 2022. In October 2022 the company filed the mark in China as well; it was granted in July 2023.
On 17 April 2024 the EU office recorded a transfer of the EU mark to UAB Lietparkas, filed under "Total transfers". A Vilnius patent firm became its agent in the same month. Since then the company owns the brand in the EU, the UK and China.
2023 and 2024: Lietparkas joins RIPE and rents address space
The company set up an account in the RIPE database in November 2022. On 13 June 2023 it became a member of the RIPE NCC, the regional internet registry for Europe. It received its first block of 256 addresses a week later and a block of IPv6 space in the same month. Its own network number, AS216050, was created on 1 November 2023.
Most of its address blocks came through two rental markets. RIPE lists 60 IPv4 blocks under the company's name, with 14,592 addresses. Of these, 46 were entered by a maintainer whose records point to IPXO, which calls itself a "Global IPv4 Leasing" platform. Twelve came through InterLIR, which leases, buys and sells IPv4 space. Two came straight from the RIPE NCC.
Its location file puts its blocks in 24 countries, from London to Tokyo. On the shop's homepage, the pool became an "Ethically sourced Residential Proxy pool" in August 2023, with "6.9M+ real rotated IPs from 130+ countries".
The register shows more change. Lietparkas raised its capital in March and June 2023 and in July and August 2024. On 7 August 2024 it changed the stated goals of its work. Its industry code today covers "information search services on a contract or fee basis (e.g. by web scraping)". Revenue passed 2 million euros in 2023 and 3 million in 2024.
The shop's job ads of December 2023 and August 2024 gave the location "Vilnius, Lithuania/remote (hybrid)". One offered a senior backend engineer "Gross salary from 5500 EUR/month". The register counted between two and four insured staff at Lietparkas in those years.
2025: two broadband networks and a jump in claimed IPs
As a RIPE member, Lietparkas sponsored two new networks in the first half of 2025. A RIPE member can sponsor numbers for clients it does not own, so a sponsor line shows a service, not ownership.
The first is Litlink UAB, a Vilnius firm that describes itself to RIPE as "Residential Internet Services" and a "Broadband and Fixed-Line ISP". Its network AS213476 was created on 3 February 2025. On 10 October 2026 RIPE's route collectors saw it next to the networks of M247, Clouvider and one other.
The second is Lumina broadband UAB. Its domain, luminabroadband.com, was created on 14 February 2025. Like the shop's domain, it uses NameCheap and the same pair of Cloudflare name servers, a weak sign on its own, since Cloudflare reuses such pairs. The firm entered RIPE on 1 April 2025 as "Residential and Business ISP Services", with a map point in San Francisco. A second RIPE entry, of July 2025, gives the street address of Lietparkas in Vilnius.
Lumina's network AS215294 was created on 30 April 2025. In its RIPE entry, the holder lists AT&T and Comcast among the networks it swaps traffic with. On 10 October 2026 the route collectors saw it next to four other networks: M247, Datacamp, HostingInside and Virtury Cloud. AT&T and Comcast were not among them.
The website's title reads "Fiber Internet in New York State", and its text offers "plans from $39/mo". Lumina's own location file lists 250 address blocks in 75 countries. Of its 24 US blocks, 21 are placed in New York State.
The company's own site took the same turn. In January 2025, lietpark.com offered "Lietpark Fiber" broadband from "$24.99/Month", with home and business plans. Today lietparkas.lt reads "Lietpark Communications".
The shop's claims grew in the same year. In January 2025 its homepage still said "6.9M+ real rotated IPs". By July 2025 the menu claimed "85M+ rotating residential IPs" and "85M+ rotating ISP IPs". A Firefox version of its browser add-on went online on 19 May 2025.

2026: a host names the customer
On 22 June 2026 DataPacket, the operator of network AS60068, created a client list in the RIPE database called AS-PROXYCHEAP. It holds two networks: AS216050 of Lietparkas and AS215294 of Lumina. The name is the operator's own label for its client.
Between 26 September and 10 October 2026, those two networks sent out routes for 91,136 IPv4 addresses. Litlink's network sent out 23,552 more.
The terms were reworded in January 2026, as told above. By August 2026 the homepage claimed "155M+ IPs across 180+ countries". On 10 October 2026 the rotating page said "Our total pool consists of 80 million residential IPs".
The Chrome Web Store names the maker of the shop's browser add-on as Lietpark LLC, at an address in Wilmington, Delaware. It lists an e-mail at the shop's domain and the phone number of UAB Lietparkas. Wyoming's register, as OpenCorporates shows it, lists a Lietpark LLC at the same Wilmington address, under the number 2023-001360126.
The register shows the company with 3,769,826 euros of revenue and 312,586 euros of net profit for 2025. It had three insured staff on 10 October 2026.

Proxy-Cheap in court and in filings
We found no court filing that names the shop or its firms. On 10 October 2026, CourtListener, an archive of US court records, found no docket for the brand in three spellings, for its domain or for Lietparkas, and no court opinion for two spellings of the brand. Its other searches refused our server that evening. The full-text search of the US Securities and Exchange Commission has no filing naming Lietpark or the brand. We did not search court rulings in Lithuania.
What Proxy-Cheap sells today, in short
The shop sells rotating residential, static residential (which it also calls ISP), datacenter and mobile proxies. On 10 October 2026 rotating residential traffic cost $1.50 a gigabyte from 3 GB, $1.20 from 4 GB and $0.78 from 51 GB. Each rate was shown as a discount of 50% to 70% off a list price of $2.99 or $2.60. Rotating mobile cost $5.99 a gigabyte at every size. A static residential IP cost $2.71 a month, with a 7-day trial at $1.99.
Three lines of fine print matter. Top-ups run from 1 GB to "a maximum of 50 GB per month", while the $0.78 rate starts at 51 GB. The refund policy, dated 22 May 2024, allows a refund on time-based plans within 3 days, and on traffic plans while no more than 20% is used. The carrier pages for AT&T and Comcast promise "a full refund within 30 days of your purchase".
On where its addresses come from, the rotating page says "We offer ethically sourced IP addresses from over 180 countries". The static page says its IPs are "sourced directly from internet service providers (ISPs)". No page we read names a partner, an app or a network. The full price tables are on our review page.

The count of reviews grew by 35 in two years, then by 410 in eight months to August 2024. No record we read says why. The live page refused our server, so we have no figure for 2026.
The Chrome extension had 3.3 stars from 32 ratings on 10 October 2026. The shop's own extension page tells search engines, in its page code, that the extension is rated 4.9 from 1,428 ratings.
Is Proxy-Cheap legit?
The records describe a real, trading business. The shop has sold proxies under one name since at least May 2019. The company that owns its trademarks files accounts, reported 3.77 million euros of revenue for 2025, and is a member of the RIPE NCC.
What the records do not give a buyer is the seller's name in the contract. From 2019 to 2025 the contract's party was a web address, and today it is "Proxy-Cheap". The company and its US firm come only from records outside the site.

What we could not find out
- Who owns UAB Lietparkas. The free register shows two Lithuanian citizens without names; a paid register extract may name them.
- Who stands behind Lietpark LLC and PROXY-CHEAP, LLC. The officers of Lietpark LLC and its formation date sit behind a login, and Wyoming's own search answered with an image test. The UK record of PROXY-CHEAP, LLC gives no state or address.
- Why the EU mark was filed by an individual in 2022 and moved to Lietparkas in 2024.
- Who owns Lumina broadband and Litlink, and which Proxy-Cheap product, if any, uses their addresses. We could not read their register entries.
- The first certificate of proxy-cheap.com. The certificate log answered with errors all evening.
- Where the "ethically sourced" residential IPs come from. No page names a partner or an app.
We did not buy from the shop or test its proxies, since our rule is to read and never to buy. Prices, claims and staff counts move fast, and we will check these records again by 10 January 2027.
