A clean IP is necessary, and nowhere near sufficient
Etsy links shops by a stack of hard identifiers a proxy never touches: the bank account behind Etsy Payments, often verified through Plaid, the card kept on file for fees, plus address, phone, name and, for US sellers, a tax ID for 1099-K reporting. Reuse a bank account or card from a disabled shop and no address in the world saves the new one.
We would rather say that on the page that sells you the proxy than let you learn it after buying. A clean, dedicated IP removes the network link between shops, which is real and worth having, but it is one layer, and Etsy checks device fingerprint, cookies and that identifier stack on top of it.
One shop, one address, and the JA3 tell
The safe rule is one dedicated static IP per shop, never shared. Two shops behind one address or subnet is the exact pattern Etsy links and disables together, so trying to save on IP count is how people lose a batch of shops at once.
For the scraping side there is a second catch worth knowing: Etsy's bot wall reads the TLS handshake fingerprint before it reads a single HTTP header, so a bare script that handshakes like a library gets flagged even from a spotless residential IP. Clean IPs plus a real browser is the combination that works; either alone is not enough.
