The address has to match the account's registered address
This is the detail that separates eBay from most targets. It is not enough for the IP to be residential and stable; it should be geo-matched to the country the account is registered in. An account that says it is in Manchester and logs in from Frankfurt every day is describing a contradiction.
Getting this wrong is slow-acting rather than instant, which is what makes it dangerous. The account works, then it does not, and the cause is weeks in the past.
One IP per account, no exceptions worth making
eBay links accounts by network. Two selling accounts sharing an address are two accounts that will be actioned together, and for a seller that is inventory, feedback and standing rather than a throwaway login.
