The description they publish for search engines reads: "Instantly check your IP with Whoer.io. Discover your location, anonymity status, and boost privacy with secure VPN, proxy, and IP tools."

Nothing there has been tested. It is a record of what the page said on the day, which is the honest limit of what a page like this can offer without a measurement.
The operator, and why it matters
We checked this one by hand on 6 September 2026. It is a list with an API, and we record the operator as independent. It has been folded into another list rather than shut down, so the name survives as a redirect. Evidence recorded: 200 after redirect to whoer.io. List and API gone; domain forwards to whoer.io.
No proxy seller behind it that we could find. Independent lists tend to live on ad revenue, so expect the page to be busier than the data warrants.

The number that matters is how many usable exits you can reach in the one country your job needs, this week. A pool total averages that away, which is why two providers with similar totals produce opposite results on the same site.
The reputation you inherit
A shared address arrives with a history you did not create and cannot see. For read-only work it rarely matters. For anything that keeps a session, it is the most common cause of unexplained failure.

- Buy the minimum each side offers. Prefer a small paid batch over a trial, because trial traffic does not always ride the same pool.
- Send an identical workload through each: same target, same tooling, same time of day, same request mix.
- Measure what came back correctly and what it consumed, then divide the spend by the successes.
- Push a sample of exit addresses through an independent checker and confirm the country and connection type are what was advertised.
- Take the winner and set a reminder to run this again, since a result has a shelf life of about a quarter.
