Many searches for a Costco proxy are about the Costco proxy statement. Others compare online and store prices, going by Google autocomplete. This page answers from the Costco Site Terms, its member rules, three answers from Costco Customer Service, its robots.txt and our own requests. We read all of them on 28 September 2026. The short answer: Costco grants a personal-use license only, which rules out bots and the collection of product listings. It also offers its own ways to check prices in a store.
If you want the Costco proxy statement
That is a document for shareholders, not a network proxy. The Costco investor site lists "Annual Reports and Proxy Statements". The live site sent our server a Cloudflare check, so we read the Internet Archive copy of 8 September 2026.
Online and in the store, in Costco words
Costco Customer Service says "Our online inventory isn’t a duplicate of our warehouse product inventory, but rather an extension of it". Some items are sold online and not in the stores, and the other way round. And "If a product is only sold in the warehouse, its availability will not be displayed online".
To check a store, Costco points to its app, or to a chat on its help site. There you type a message with the word "inventory", sign in, choose a store and enter the item. Results include prices and stock, and "Inventory availability and pricing are delayed by up to 30 minutes". Costco also says it does not price match with other shops.
What the Costco Site Terms say
The Site Terms were last updated on 28 January 2023. Section D grants "a limited license to make personal use only of the Sites". That license does not include:
- "any resale or commercial use of the Sites or any Site Materials";
- "the collection and use of any product listings or descriptions";
- "use of any data mining, bots, spiders, automated tools".
Costco may end the license, and your access to the sites, after any use it has not allowed. It may also limit how much you buy, and cancel orders where it sees abuse of its policies. The terms do not mention VPNs or proxies. If you use the sites from outside the United States, "you do so at your own risk".
Member rules
The Member Privileges and Conditions were updated on 30 March 2026. They say the card "is not transferable", and they allow one Gold Star membership per person. Costco may end a membership at its own choice and "without cause".
What robots.txt covers
The live robots.txt keeps all crawlers out of account pages, the checkout, order history, search pages and sorting. Two of its rules:
/CatalogSearch*: disallowed./*?*sortBy=*: disallowed.
Product pages are not on the list. The Site Terms still rule out bots and the collection of product listings, whatever robots.txt leaves open.
What our server got
We sent one plain request to each address from our server, a machine in a data centre. costco.com sent its pages, the Site Terms, the member rules and robots.txt. The help site answered too. The investor site showed a Cloudflare check.

We sent one request per address and did not retry, log in, order, or test a proxy against Costco. We did not meet an Access Denied page, so this page does not explain one. The proxy statement listing comes from an archive copy. This page is due for a check by 28 December 2026.
