This page keeps a live-checked list of them rather than a stale text dump. Every IP here was seen running an open proxy on GTHost and was responding when it was last verified, so instead of guessing which addresses on this network are usable, you get the ones that actually answered.
Proxies tend to cluster on particular networks. Hosting providers, cloud platforms and some ISPs carry far more open proxies than a typical residential network, because they run enormous numbers of near-identical servers and anything that appears on one tends to appear on thousands. What is AS63023?
An ASN, or Autonomous System Number, identifies a network on the internet that is run as a single unit, usually by one company or organisation. AS63023 is operated by GTHost and groups together the blocks of IP addresses that network announces to the rest of the internet. When a proxy's IP belongs to AS63023, the machine hosting that proxy sits inside this network.
Knowing the ASN behind an IP tells you who is ultimately responsible for it, which is why network-level filtering helps both for sourcing proxies and for defending against them. A site operator might block or challenge traffic from a hosting network that sends mostly automated requests, while someone sourcing proxies might prefer, or avoid, a particular provider's addresses.

You can use HProxy's free proxy list, which needs no API key and no account.
GET https://hproxy.com/api/proxy-list?format=json returns the live pool as JSON. Useful query parameters: country (ISO alpha-2, e.g. de), protocol (http, https, socks4, socks5), anonymity (elite, anonymous, transparent) and limit. Add format=txt for plain ip:port lines instead.
Each proxy comes back with ip, port, protocols, anonymity, country_code, city, asn_org, latency_ms and uptime_24h. The pool is re-checked around the clock, so ask for it fresh rather than caching it.
