Sora was the video app and API of OpenAI, and it is closed. The app and website ended on 26 April 2026, and the API followed on 24 September 2026. A proxy or a VPN changes the address a request comes from, which helps only while a service still runs somewhere. Sora runs nowhere, so no exit and no country brings it back. This page covers what is left: your exports and credits, Sora 2 as Microsoft still lists it, and the two places a proxy fits there. We read every source on 28 September 2026.

Sora is closed in every country
OpenAI told developers on 24 March 2026 that the Videos API and the Sora 2 models would go. On 24 September it removed the Videos API, sora-2, sora-2-pro and their dated snapshots. The video guide now opens with this: "The Sora 2 models and Videos API were shut down on September 24, 2026 and are no longer available. No one-to-one replacement API is available." The app had gone first. The help center says: "The Sora web and app experiences were discontinued on April 26, 2026."
That leaves one answer to "Sora not available in my country" and to "Sora not working with VPN". It is not your country, and it is not your VPN. Sora closed for everyone at once. On 28 September the Sora app listing on Google Play answered our server with 404, while the ChatGPT listing answered 200.
Search results still show generator sites with Sora 2 or Sora 3 in their names, on addresses outside openai.com, chatgpt.com and sora.com. We did not test them, and we do not link them. A reading app for schools is also called Sora; this page is about the OpenAI video app. If you want another video model, our page on Google Flow and Veo covers the one from Google.
Your videos, credits and refunds
The help center, in its copy of 19 September 2026, says you export your content by going to "sora.chatgpt.com/sunset and clicking on Export", and an email follows when the file is ready. OpenAI will send an email before any final export window, and it adds: "We recommend you export your Sora content as soon as possible." After that window, it "will permanently delete any data associated with your use of Sora."
Purchased ChatGPT and Sora credits "can still be used for Codex", in the words of the same article. Refund questions go to the help article on ChatGPT subscription refunds. An export runs on your OpenAI account, so a proxy changes nothing there. The Sora addresses answered our server with 403, so we could not see the export page itself today.
Sora 2 in Microsoft Foundry
One door is still listed. Microsoft lists Sora 2 in Microsoft Foundry, its AI platform on Azure. Its model page of 21 September 2026 still calls sora-2 a preview model. Its region table of 3 September shows two versions, in East US 2 and Sweden Central, for Global Standard deployments. The retirement page names no Sora model.
Every one of those pages predates 24 September, and we deployed nothing. Check the Foundry portal before you plan on it, and note that Microsoft does not recommend preview models in production. The region belongs to your Azure resource, not to your address. You choose it when you create the resource, and for a Global Standard deployment, Azure OpenAI "can process prompts and responses in any Azure region where you deploy the model."
Foundry rejects copyrighted characters and music, real people, and input images with human faces. Its line "Sora 2 blocks all IP and photorealistic content" means intellectual property, not IP addresses.
Where a proxy fits
A proxy fits Sora 2 on Azure in two places, both on your side of the connection.
A company proxy. Foundry takes the OpenAI client at a base URL of your resource, and the client reads its settings from the environment:

Only the base URL differs from OpenAI, so the SDKs keep the behaviour of our ChatGPT lab. The Python SDK follows HTTPS_PROXY by default. The Node SDK ignores it unless Node starts with NODE_USE_ENV_PROXY=1, which fetch honours from Node 24.0.0 and 22.21.0. Our Node.js guide covers the other ways.
A fixed address on an IP rule. An Azure OpenAI resource can refuse every network except the ones you list. Microsoft says "only IPv4 addresses are supported", with up to 100 IP network rules per resource. A rotating exit changes, so it cannot sit on such a list. A dedicated IPv4 address from us stays the same, at $1.58/IP per month, and your team reaches the resource through it. Our IPv6 addresses do not fit these rules.
Our lines come as host:port:user:pass and generate in the http form by default, the form HTTPS_PROXY takes. Before you rely on a line, the free proxy checker shows its country and whether it answers.

What this page does not cover
We did not deploy or call Sora 2 on Azure, and we hold no Azure subscription for this page. Whether Microsoft still serves the model after 24 September is not measured, and preview models do not follow the standard lifecycle of Azure OpenAI models. The Sora addresses answered our server with 403, so the export steps rest on the help center copy of 19 September. We did not read who may open an Azure subscription in which country. We will check again by 28 October 2026.
