Google Flow is the AI filmmaking tool of Google. It makes videos with Veo and Gemini Omni Flash, runs at flow.google.com and comes as an app for phones. Most Flow searches about a VPN or a proxy are about access, and Google answers them in its own help center. For regions, it says "VPNs will not enable access in unsupported regions", and for one error message it says "Disable VPNs or proxies". This page quotes those rules and lists what the account and the region decide. It also covers the networks that require a proxy, and where Flow picks one up. We read Google's two Flow help pages again on October 22, 2026; the other sources date from September 28, 2026.
What does Google say about VPNs and proxies?
The help article on getting started names three requirements. The first is age: "Make sure your age is verified", and "You must be 18 years of age or older". The second is place: "Be located in one of our supported regions". The third is a Google AI Plus, Pro or Ultra plan, while qualifying Workspace plans get Flow "with 50 daily credits".

Two passages in that article are about VPNs and proxies. The first answers paid users who cannot get in: Flow is not available in every country with Google AI Pro, and "VPNs will not enable access in unsupported regions". Google asks buyers to check the list before they pay. The second covers the message "We noticed some unusual activity". The steps are to "Retry after a couple of minutes" and to "Disable VPNs or proxies". That is the fix Google gives for that message, including when the proxy is one of ours.
Both messages turn up in search. Keyword Planner shows no searches for "google flow unusual activity" before April 2026, then 590 a month from May to July. Searches for "google flow not available in your country" jumped from 40 in August to 390 in September 2026.

Interest in Flow as a whole rose at the same time. Keyword Planner counts 30.4 million searches for "google flow" in September 2026, against 1.22 million in October 2025.
Where is Flow available?
The list we read on October 22, 2026, names 152 countries and territories, for users aged 18 and over. It covers both the desktop platform and the mobile app. The same 152 appear in the archive copies of July 25 and September 6 and in our read of September 28. An earlier version of this page said 195, and that was wrong. Russia, Belarus, Iran, Cuba, Syria, North Korea and mainland China are not on the list, while Hong Kong, Macau and Taiwan are.
Features vary by place, and Google says so: "Product features may vary depending on your country". Editing uploaded videos and the Avatars feature are off in the European Economic Area, Switzerland and the United Kingdom. AI credits cannot be bought in Japan. No region allows videos of prominent people or edits of uploaded videos of identifiable minors. Users in India, South Korea or Vietnam get a visible watermark automatically, unless they are on the Google One AI Ultra 20x plan. We give no steps around any of these limits.
Does a proxy change credits or limits?
Credits come with the plan, and Google also says it "may rate-limit the number of generations you can make, particularly for zero-credit models". The limit tightens with use: "After you've made a large number of generations in a day, the number of generations you can make within a minute will decrease". Developers meet the same rule in another form: "Rate limits are applied per project, not per API key". No exit address moves a credit, a rate limit or a project quota.
How do developers reach Veo?
Developers reach the models through the Gemini API, which "offers two models for generating video", Gemini Omni Flash and Veo. The terms add a rule by place: "You may only access the Services (or make API Clients available to users) within" an available region. Apps offered to users in the EEA, Switzerland or the United Kingdom must use paid services.
Behind a company proxy, the SDKs behave as our Gemini page found in their code. The Python SDK, google-genai, reads HTTPS_PROXY through httpx or aiohttp. In JavaScript the SDK uses the fetch that ships with Node, and that fetch honors HTTPS_PROXY only if Node was started with NODE_USE_ENV_PROXY=1. What did we measure?
labs.google/flow now leads to flow.google.com, which answered our server in a US data center with the Flow sign-in page. Our August 24, 2026 test of free proxies on AI sites found 14 of 24 working free exits on the old front page. Another 4 got the page that says Flow is not available in the country yet, and 6 timed out. Reaching a front page proves little, because Google checks the account, the age and the plan at sign-in.
On September 28, Apple's lookup found the Google Flow app for iPhone in 41 of 44 storefronts. Bangladesh, Russia and China returned no listing, although Bangladesh is on Google's country list.
Where does a proxy fit?
Flow has no proxy field of its own. A proxy only matters where the network demands one, such as a studio that sends all traffic out through one known exit.
- Flow in a browser. Google suggests a desktop computer and a Chromium-based browser such as Chrome or Edge. Chrome uses the proxy the computer is set to, and our Chrome guide walks through it.
- The Flow app. On a phone, the proxy belongs to one Wi-Fi network and sits in that network's details. Our iPhone and Android guides show where.
- The Gemini API. HTTPS_PROXY for Python, plus NODE_USE_ENV_PROXY=1 for Node, as above.
Should Flow answer with the unusual-activity message, follow Google and turn the proxy off. Every HProxy line is written as host:port:user:pass, in the http form unless you choose another. A studio that needs one fixed exit can take a dedicated ISP address at $2.70 per IP for a month. Run any line through the free proxy checker first, to see its country and whether it answers.

A user who asks you about Flow and a proxy can be helped over plain HTTP, with no key. Keep Google's rule in mind while you do: a proxy never opens Flow in an unsupported region.

What does this page not cover?
No one signed in to Flow, installed the app or called the Gemini API for this page. Google does not publish what triggers the unusual-activity message, so we give only its two steps. An App Store listing says nothing about whether Flow works for an account in that country. The free proxy figures rest on a single run, on August 24, 2026. Flow changed its address and gained models during 2026, and our next check is due by December 28, 2026.
