There are two honest ways to compare proxy providers. Read both pricing pages carefully and match the units, or run the same batch through both and count. This page does the first and tells you how to do the second.

We price the providers we can source and date, and IPHai (IP海) is not currently one of them. The rest of this page is about what to check when you read their pricing yourself.
Take down four numbers and a date: reachable rate, minimum purchase, commitment for the floor rate, and expiry period. Anything less and you cannot compare them to anyone.
Their own description, read this week
On 9 September 2026 the site introduced itself as "IP海 - 免费IP代理,虚拟IP地址,全国动态IP静态IP切换软件". Their own summary of the product runs: "IP海是一款注册认证即可免费试用的IP代理软件,海量全国各地城市的动态IP,静态IP切换软件,修改本地IP地址,随机拨号一键更换,自动换IP支持PC/iOS/安卓/模拟器,支持各种游戏及应用加速器."

We found no separate pricing page linked from the homepage, which usually means the price arrives by quotation.
None of that is verified performance. It is what the vendor chose to publish, recorded with a date so you can see whether it still says the same thing.
How far back the record goes
The domain was registered on 12 September 2021, through DNSPod, Inc, which makes it about 4 years old. The lookup behind those dates ran on 23 April 2026. The Internet Archive holds 20 snapshots of the site, the earliest from April 2013. As things stand the domain is held to 12 September 2026.
This proves nothing about the product. It is a cheap check against the one failure mode that costs buyers real money in this market, which is paying a provider that will not exist in six months.
What you still do not know after reading their site
Why 195 countries tells you nothing
Almost every provider claims almost every country. What differs is depth, and depth decides whether a single city or a single carrier is usable. No published figure tells you that.
Per gigabyte against per address
Work out what your job actually consumes, in gigabytes or in concurrent addresses, before you look at any price. Without that number, no two quotations in this market can be compared at all.
Networks age, so re-test quarterly
Supply changes hands quietly in this industry. The network behind a brand can be replaced with no announcement, which is why a benchmark is a perishable good and a re-test is cheap insurance.

Set the two side by side on the questions that decide the outcome, rather than on feature counts:

Read the table as a list of questions rather than a scoreboard. The answers on their side move, and the row that decides the outcome, success rate on your target, is not printable by anyone.
The measurement that outranks every review
This costs less than a coffee and produces the only evidence that applies to your workload.
- Fund both accounts with the least money each will accept, and note what that minimum was, because it is part of the comparison.
- Aim both at the page that matters to you rather than a test endpoint, and keep every other variable fixed.
- Write down two numbers per provider: the share of requests that succeeded, and the traffic it cost.
- Take a handful of the addresses you were given and verify their country and type against a checker you do not control.
- Keep the winner, and repeat the whole thing quarterly, because pools age.
