An address that carries no negative record a site can look up: off every blocklist, no abuse history, owned by a consumer ISP, and rated low risk by a fraud engine.
A clean IP is not clean in the abstract. It is clean against the specific records a website checks the moment a request arrives: whether the address sits on a public blocklist, whether it carries abuse reports, whether it belongs to a consumer ISP or a hosting company, and what score a fraud engine assigns it. Clean means passing all of those at once, because a defended site rarely runs only one.
The word is used far more than it is defined. Providers promise clean IPs on every product page and almost none say what the address is clean of, which is the gap that matters, because each of those four records moves for a different reason and a buyer needs to know which one a given exit fails.
Clean is also a snapshot, not a permanent property. Reputation is earned through use, so the moment an address is shared with people who abuse it, it starts collecting the same listings and reports. A private, monitored address stays clean while a heavily shared free proxy does not, and a fresh address inside a bad range can arrive dirty through no fault of its own.
A clean address clears the first and most important gate, the network and reputation check, but it is one layer and not a guarantee. A site still reads the TLS fingerprint, the headers and the behaviour, so a clean IP behind an automation tool with a mechanical rhythm is still caught. Clean buys the hardest gate, not the whole building.
